The Devil ( 1st ) Brigade of the 1st Infantry Division is preparing for an upcoming deployment to Europe. Col. Ian Lauer, Brigade Commander, told a Military Affairs Council Breakfast audience Thursday morning in Junction City that the primary deployment departure time will be in the mid June to mid-July time frame.&nbsp;

There are approximately 4,000 soldiers in the Brigade with a portion going to a pair of locations in Poland and the Iron Ranger unit to Bulgaria. The deployment is scheduled for nine months.

Lauer said the Brigade contains everything from tanks and Bradley Fighting Vehicles to infantry.

RILEY COUNTY—Law enforcement are investigating an&nbsp;aggravated robbery and aggravated battery that occurred just after 11p.m. on April 12 in the 1100 block of Moro Street in Manhattan and have made additional arrests, according to the Riley County Police Department activity report.

&nbsp;A 17-year-old boy reported that multiple persons had battered him and property was stolen from him during the incident. 

Arrested in connection with the incident were Avante Cunningham, 16, of Manhattan, Nehemiah Jackson, 14, of Manhattan, and Kaeden Guerrero, 16, of Manhattan. &nbsp;

Cunningham was arrested on April 23, 2025, at approximately 3:43 p.m. in the 1400 block of Humboldt Street on requested charges of aggravated robbery and aggravated battery.

Jackson was arrested on April 23, 2025, at approximately 11:09 a.m. in the 400 block of Walters Drive on requested charges of&nbsp; aggravated robbery and aggravated battery.

Guerrero was arrested on April 23, 2025, at approximately 10:35 a.m. in the 1500 block of Pipher Lane on requested charges for aggravated robbery and aggravated battery.. Guerrero and Jackson are confined in the Reno County Juvenile Detention Center.&nbsp;&nbsp;

Cunningham is confined in the Douglas County Juvenile Detention Center.

On Wednesday, the RCPD reported the arrest of two others in connection with the alleged crime. Amarion Blanton, 15,&nbsp; and Joshua Davis Jr., 17, both of Manhattan&nbsp;are  confined in the North Central Kansas Regional Juvenile Detention Center.

The Kansas Legislature concluded its session with a budget bill that allocates $208 million in additional funding to schools for the upcoming fiscal year.

The Legislature also approved $10 million in additional funding for special education statewide. Kyle Carlin, director of the special education co-op, said the Legislature eliminated a $200 per-teacher reimbursement for special education, resulting in a net increase of only about $7.5 million.

Superintendent Ron Wilson said only two years remain on the current school funding formula. The Legislature has formed a task force to review funding.

"We're in a pretty interesting time in terms of finance and how schools are funded," Wilson said.

Senate Bill 114 will allow students from non-public and virtual schools to participate in public school activities. Wilson said locally this allowed Kansas Academy of Mathematics and Science (KAMS) students to participate in Hays High School activities.

The high school immediately gained two track athletes from the KAMS program.

Another Senate bill will require school districts to include a fetal development component in any classes on human growth, human development or human sexuality.&nbsp;

The Legislature has eliminated the safe and secure schools funding. The Hays district used those funds repeatedly for various projects, including the installation of secure entrances at schools.

Professional development funds, mentor teacher and teachers of excellence funding, which is paid to teachers who have their national board certification, were all cut by the Legislature this year.

Last year, the district received $16,798 in state aid for professional development. This year, the district would have received&nbsp;$27,750, according to Chris Hipp, USD 489 assistant superintendent of business services.

Last year, the district received $11,284 in mentor teacher funding and $14,000 in&nbsp;teachers of excellence funding, Hipp said.

On April 12, officers filed a report of aggravated robbery and aggravated battery in the 1100 block of Moro Street that occurred at approximately 11:00 p.m., according to the Riley County Police Department activity report.

 A 17-year-old boy was listed as a victim and reported that multiple persons had battered him. The victim also reported that property was stolen from his person during the incident.

2 Manhattan teens accused of violent robbery

(Riley County, KS – April 23, 2025) At a time of year when unintentional injuries typically rise, Safe Kids Riley County Coalition is celebrating Safe Kids Month by providing activities, tips, and resources to educate parents and caregivers about how to keep their kids safe from preventable injuries.&nbsp;

Summer often brings vacations, barbecues, picnics, and time away from work and school. Yet summer is also known as “trauma season” among health professionals in the United States because unintentional injuries and deaths increase dramatically among children. In fact, 41 percent of all deaths from unintentional injuries occur during the months of May through August.

One of the most important ways Riley County Safe Kids Coalition helps keep kids safe is by providing the ongoing Car Seat Check Lane. People can visit the Manhattan Fire Department (MFD) Headquarters at 2000 Denison Avenue every Tuesday from 11:00 a.m. to 12:45 p.m. to get their car seat checked for proper installation. Certified Child Passenger Safety Technicians will educate people how to select the appropriate car seat type for their child’s age, height, and weight as well as on how to properly install the car seat. &nbsp;Families are encouraged to bring their child’s car seat and take advantage of this free service.

Weather Outlook

DJ Giddens, a Junction City native, Junction City High School graduate, and now a former K-State Wildcat running back will hear his name called in this year’s NFL Draft. The Draft begins Thursday, April 24, at Lambeau Field, the home of the Green Bay Packers.

Football has been part of Giddens's life for as long as he can remember. DJ played football for the Junction City Jr. Jays growing up, then for Junction City High School, and most recently was running back for the Kansas State Wildcats. “I still have videos of me playing for the Jr. Jays,” Giddens said. “I’m not going to lie, that feels just like yesterday. It was just playing and being free, no worries just having fun.”

In high school, DJ shined in his senior season at Junction City and helped lead the team to a sub-state appearance in the fall of 2020. Giddens explained that the sub-state game against Derby gave him the confidence that he could perform at the next level. “I feel like the Derby game, the last game of my senior year, gave me a lot of confidence going against a good team like that, and playing how I played,” Giddens said. DJ then graduated from Junction City in the spring of 2021 and began his K-State career where he redshirted that fall.

In 2022, Giddens played for the Wildcats and was part of the Big 12 Championship team that won the Title game in Arlington, Texas. He also played in the Sugar Bowl against Alabama that season.

In 2023, DJ was the main featured running back for KSU, as Deuce Vaughn had been drafted by the Dallas Cowboys. In his red-shirt sophomore season, Giddens earned Honorable Mention Big 12 Honors and helped lead the Wildcats to a victory over NC State in the Pop-Tarts Bowl.

2024 was the final season for Giddens at Kansas State, and he led the team in rushing yards. DJ finished the year with 1,343 rush yards and had seven rushing touchdowns. He also had three receiving touchdowns for the Cats as well.

DJ Giddens declared for the NFL Draft on Dec. 14, 2024, and did not play in KSU’s win over Rutgers in the Rate Bowl.

Looking back at his K-State career, Giddens noted the Oklahoma State game and the Colorado game both played during the 2024 season prove he can play in the National Football League. In the game against OSU, Giddens broke away from the defense and scored a 66-yard touchdown. “Having that touchdown run just shows I can finish off runs and be explosive too,” Giddens said. DJ finished that game with 187 yards rushing and one touchdown against the Cowboys. In the game against the Colorado Buffaloes, Giddens ran wild again. “The Colorado game, I was just playing free again, being myself, and got in that mode,” Giddens said. He finished the game with 182 yards against Colorado.

Giddens began preparing for the NFL Draft in January, when he went to Plano, Texas, to train for the NFL Combine in March. DJ had an exceptional performance at the combine, running a 4.43 40-yard dash. He was measured at 6 feet and 212 pounds.

The NFL Draft is this week, with round one on Thursday, rounds two and three on Friday, and rounds four through seven on Saturday. This year’s NFL Draft is in Green Bay, Wisconsin.

Referencing hearing his name being called at the draft, DJ Giddens said, “It feels good, but it’s out of my control at this point for who will pick me up and when I will get picked up. Right now, I just keep on working, and that’s what I’m going to keep on doing,” Giddens said.

Despite all of his success at K-State, and now headed into the NFL, DJ knows the community he is from and said he plans to make it back to Junction City to visit. “I’ve got to come back, can’t forget about that, can’t forget it,” Giddens said. The path wasn’t always easy for DJ, and he had this to say. “Coming from me, being from Junction, I wasn’t highly recruited out of high school, I didn’t have the best grades, and everything wasn’t just in front of me. You just got to stay disciplined, keep working, stay humble, stay down till you come up, and if you keep working at what you want, you’re going to get where you want to be. Don’t ever think you can’t be that person doing whatever you want to do,” Giddens said.

DJ Giddens is projected to be a late day two, early day three selection in the 2025 NFL Draft.

There is an 18-inch water depth plus a flat spray area also toward the south end of the feature. The facility includes use as a wading pool and splash park.

There have been several maintenance issues that have sometimes delayed opening on time and the site was never designed to be used as a pool or splash plad. It is an open body of water and there are slip and fall hazards.

Staff wants to remove the identified hazards ranging from infilling the stream with a paver system, removing the boulders and stepping stones and replacement of laminar jets with illuminated directional jets to refinishing trench gates, jet lids and the stream border.

The cost estimate is 278,000 with construction beginning in July and being done by fall. Money would come from South End Transportation Development District funds. A proposed contract would come before the commission in June to consider approval.

The project would be in place an estimated 5-7 years.

There is a permanent concept plan suggested for the 2030-32 time frame, but it isn't final either.

City reaches consensus for proposal to move forward on an Interim Blue Earth Water Plaza upgrade

WASHINGTON (AP) — The U.S. Army revealed new gender-neutral fitness standards on Tuesday.

The new standards, which will be graduated in over the next seven months, require that men and women meet the same fitness benchmarks for 21 combat specialties.

The positions where such standards would be put in place include infantry officer, an M1 Abrams tank armor crewman, special forces members and artillery crew.

The Army had been working on revising its guidelines over the last year, but leveling standards for men and women in combat fields has also been a priority of Defense Secretary Pete Hegseth.

WASHINGTON (AP) — The U.S. Army revealed new gender-neutral fitness standards on Tuesday.The new standards, which will be graduated in over the next seven months, require that men and women meet the same fitness benchmarks for 21 combat specialties.The positions where such standards would be put in place include infantry officer, an M1 Abrams tank armor crewman, special forces members and artillery crew.The Army had been working on revising its guidelines over the last year, but leveling standards for men and women in combat fields has also been a priority of Defense Secretary Pete Hegseth.

Kansas Work Zone Safe is a free online driving course aimed at teaching teens and other new drivers how to safely navigate through work zones. The course will include information on safe behaviors, laws and situations drivers may encounter in work zones.

Current data from the Kansas Department of Transportation shows 1,705 work zone crashes occurred in Kansas in 2024 – an average of 4.6 per day. Those crashes resulted in 508 injuries and eight fatalities.

“Behind every flag, cone and flashing light are highway workers and first responders who have families that want them to come home every night,” said Haley Dougherty, KDOT State Highway Safety Engineer. “This course is designed to raise awareness in new drivers about safe driving practices in work zones, which should make the work zone safer for all.”

With an estimated 2,500 miles of construction let by KDOT in the last several years and taking place this year, many highway workers will be relying on drivers to slow down and pay attention so everyone can make it home safely.

.Geary County Fish &amp; Game Association will be holding a Spring Archery Fun Shoot on Saturday, April 26 at Sportsman’s Acres, 3922 Highway K-244 Spur, just south of the Milford Lake Dam. Spokesman Larry George noted that the start time is 9:30am with sign-in starting at 9:00. &nbsp;

Entry fees are $20.00 for adults and $15.00 for under 18 years old.&nbsp; The shoot will have a variety of 3D targets arrayed on the archery walking trail with varying distances.&nbsp; It will include 20 stations with 2 positions at each station for a total of 40 shots.&nbsp; 

Shooters must declare one of three categories of bow: Traditional, Bowhunter, or Open/Target Bow.&nbsp; Once signed up you can traverse the course at your own speed.&nbsp; &nbsp;Range finders will be allowed and Lunch will be provided.&nbsp;

Gift certificates will be given to the best overall score in each category and one for the best youth score.

The Manhattan City Commission recently voted 5-0 to approve on second consideration an economic development agreement with PTMW, Inc. The commissioners also unanimously approved Amendment No. 2 to the Economic Development Agreement with Flint Hills Ventures, LLC (FHV).

PTMW is a metal fabrication company headquartered in Topeka that intends to enter into a lease agreement with FHV to occupy the new industrial space located at 1105 Kretschmer Drive. PTMW submitted its economic development application to assist with job creation and equipment investment.

The PTMW incentive package includes a Job Performance Grant of up to&nbsp;$760,000&nbsp;for 146 net new full-time employment (FTE) positions over 10 years.

The City incentives for PTMW will be paid with funds from the 2023&nbsp;<a target="_blank" href="https://cityofmhk.us8.list-manage.com/track/click?u=e92cc4cc1e09dc1dafa7ba9da&amp;id=d18a5a6651&amp;e=8c33f27c6f">Economic Development Recovery and Relief Sales Tax Fund</a>. If adequate funds are not received, the City can reduce or eliminate future annual payments if needed.

Sunset Zoo achieves Sensory Inclusive certification

Many conservative-led states rely heavily on dollars from Washington.

Early this month, the U.S. Department of Education issued an ultimatum to K-12 public schools and state education agencies: Certify that you are not engaging in discrimination under the banner of diversity, equity and inclusion, or risk losing federal funding — including billions in support for low-income students.

The backlash was immediate. Some states with Democratic governors refused to comply, arguing that the directive lacks legal basis, fails to clearly define what constitutes “<a href="https://www.ed.gov/media/document/reminder-of-legal-obligations-undertaken-exchange-receiving-federal-financial-assistance-and-request-certification-under-title-vi-and-sffa-v-harvard-april-3" target="_blank">illegal DEI practices</a>,” and threatens vital equity-based initiatives in their schools.

After lawsuits from the National Education Association teachers union and the American Civil Liberties Union, the Department of Education agreed to delay enforcement until&nbsp;<a href="https://www.aclu.org/cases/national-education-association-et-al-v-us-department-of-education-et-al?document=Agreement" target="_blank">after April 24</a>.

But states across the country, both liberal- and conservative-led, are worried about losing other aid: the pandemic-era money that in some cases they’ve already spent or committed to spending.

The Department of Education has long played a critical role in distributing federal funds to states for K-12 education, including Title I grants to boost staffing in schools with high percentages of low-income students, and emergency relief like that provided during the COVID-19 pandemic.

Conservative-led states — particularly Mississippi, South Dakota and Arkansas — rely the most heavily on these funds to sustain services in high-need districts.

The 15 states with the highest percentage of their K-12 budget coming from federal funding in fiscal year 2022 — the latest year with data available from the National Center for Education Statistics — voted for Trump in the 2024 presidential election. Similarly, 10 of the 15 states receiving the highest amounts of Title I funding in fiscal year 2024 also voted for Trump.

Mississippi and Kentucky have sent letters to the Department of Education expressing concern over halted pandemic aid.

The clash over federal funding comes even as the future of the Department of Education is murky, given President Donald Trump’s pledge to dismantle the department.

In letters to the Department of Education, state officials and superintendents in Illinois, New York and Wisconsin pushed back against the DEI directive.

<a href="https://www.nyssba.org/clientuploads/nyssba_pdf/titlevi-040525.pdf#:~:text=The%20certification%20remains%20in%20effect%2C%20as%20do,judicial%20decision%20or%20change%20the%20terms%20and" target="_blank">New York officials</a>&nbsp;said they would not provide additional certification beyond what the state already has done, asserting that there “are no federal or State laws prohibiting the principles of DEI.” Illinois Superintendent Tony Sanders&nbsp;<a href="https://www.isbe.net/Documents/ISBE-Response-Title-VI-Certification.pdf" target="_blank">wrote that</a>&nbsp;he was concerned that the Department of Education was changing the conditions of federal funding without a formal administrative process. Wisconsin Superintendent Jill Underly&nbsp;<a href="https://dpi.wi.gov/sites/default/files/imce/news/4.9.25_-_DPI_Letter_to_USDE.pdf" target="_blank">questioned the legality of the order</a>.

New York State Department of Education Counsel and Deputy Commissioner Daniel Morton-Bentley noted that the federal department’s current stance on DEI starkly contrasts with its position during Trump’s first term, when then-Education Secretary Betsy DeVos supported such efforts.

While some states with liberal leaders are gearing up for legal battles and possible revocation of funding, conservative-led states such as Florida have embraced the federal directive as part of a broader push to reshape public education.

In Florida,&nbsp;<a href="https://www.flsenate.gov/Session/Bill/2023/266" target="_blank">anti-DEI laws</a>&nbsp;have been in place dating back to 2023. In fact,&nbsp;<a href="https://www.tampabay.com/news/education/2025/03/03/florida-schools-say-theyll-comply-with-federal-push-eliminate-dei/" target="_blank">many&nbsp;</a><a href="https://www.tampabay.com/news/education/2025/03/03/florida-schools-say-theyll-comply-with-federal-push-eliminate-dei/" target="_blank">school&nbsp;</a><a href="https://www.tampabay.com/news/education/2025/03/03/florida-schools-say-theyll-comply-with-federal-push-eliminate-dei/" target="_blank">districts&nbsp;</a><a href="https://www.tampabay.com/news/education/2025/03/03/florida-schools-say-theyll-comply-with-federal-push-eliminate-dei/" target="_blank">and the state education department</a>&nbsp;say they plan to follow the federal department’s directives, noting the similar state laws.

In March, the Department of Education abruptly rescinded previously approved extensions of pandemic-era aid, ending access to funds months ahead of the original March 2026 deadline.

Sixteen&nbsp;<a href="https://www.courthousenews.com/wp-content/uploads/2025/04/state-covid-schools-funding-complaint.pdf" target="_blank">mostly Democratic-led&nbsp;</a><a href="https://www.courthousenews.com/wp-content/uploads/2025/04/state-covid-schools-funding-complaint.pdf" target="_blank">states</a>&nbsp;and the District of Columbia filed a federal lawsuit against the Department of Education and Secretary Linda McMahon, challenging the abrupt rescission of previously approved extensions for spending COVID-19 education relief funds.

But backlash against abrupt federal cuts to education has not been limited to blue states.

Mississippi’s Department of Education warned the cuts would jeopardize more than $137 million in already obligated funds, slated for literacy initiatives, mental health services and infrastructure repairs. “The impact of this sudden reversal is detrimental to Mississippi students,” state Superintendent Lance Evans wrote in&nbsp;<a href="https://mdek12.org/wp-content/uploads/sites/59/2025/04/MS-ESSER-Letter-04.02.25-FINAL.pdf" target="_blank">a letter</a>&nbsp;to McMahon.

The letter also outlines the state’s repeated — but unsuccessful — efforts to draw down millions in approved funds since February.

Shanderia Minor, a spokesperson for the Mississippi education department, told Stateline the agency is awaiting next steps and direction about the funds and federal directives.

In Kentucky, state Education Commissioner Robbie Fletcher&nbsp;<a href="https://kentuckylantern.com/briefs/ky-education-commissioner-sounds-alarm-about-sudden-halt-to-federal-covid-payments-to-schools/" target="_blank">told districts</a>&nbsp;— which stand to lose tens of millions in pandemic aid — that abrupt federal changes leave them “in a difficult position,” with schools already having committed funds to teacher training and facility upgrades.

According to Kentucky Department of Education spokesperson Jennifer Ginn, the state has about $18 million in unspent pandemic aid funds left to distribute to districts. And districts have about $38 million in unspent funds, for a total $56 million that could be lost.

Lauren Farrow, a former Florida public school teacher, told Stateline that schools that receive Title I money are already underfunded — and the federal threat only widens the gap.

“Florida is pouring billions into education — but where is it going? Because we’re not seeing it in schools, especially not in Title I schools,” said Farrow. “I taught five minutes away from a wealthier school, and we didn’t even have pencils. Teachers were buying shoes for students. Why is that still happening?”

Tafshier Cosby, senior director of the Center for Organizing and Partnerships at the National Parents Union, a parents advocacy group, told Stateline that while most families don’t fully understand the various school funding systems, they feel the impact of cuts in the classroom.

Cosby said parents are worried about the loss of support services for students with disabilities, Title I impacts, and how debates about DEI may deflect from more urgent needs like literacy and teacher support.

“We’ve been clear: DEI isn’t the federal government’s role — it’s up to states,” she said. “But the confusion is real. And the impact could be devastating.”

Today, as a consultant working with teachers across Florida’s Orange County Public Schools — one of the largest districts in the country — Farrow says many educators are fearful and confused about how to support their students under changing DEI laws.

“Teachers are asking, ‘Does this mean I can’t seat a student with glasses at the front of the room anymore?’ There’s so much fear around what we’re allowed to do now.”

“There’s no one giving teachers guidance or even basic acknowledgment. We’re just left wondering what we’re allowed to say or do — and that’s dangerous.”

Federal education cuts and Trump DEI demands leave states, teachers in limbo

RILEY COUNTY —Law enforcement are investigating two separate incidents of domestic violence over the weekend.

On April 18, officers filed a domestic battery report in the 200 block of Tuttle Creek Blvd., according to the Riley County Police Department activity report. A 46-year-old female reported that a 51-year-old man battered her.

Just after 4p.m. that day, police arrested Tracy Moore, 51, of Adel, Iowa. He is being held in the Pottawatomie County Jail with a bond of $25,000.

Police also arrested Kaiden Burton, 22, of Wamego, for a Riley County District Court warrant for domestic battery and criminal damage to property. Burton was issued a total bond of $1000 and is no longer confined at the time of this report.

She has spent a lot of time the last 20 years writing blogs, speaking at events and talking to the media on why work zone safety is so important. She knows. Even after 20 years, the loss and grief haven't gone away.&nbsp;

MANHATTAN, Kan. — Attracting butterflies to the garden through plant selection has grown in popularity, said Kansas State University horticulture expert Cynthia Domenghini. Knowing what species of plants butterflies prefer can help gardeners with their selections, she said.

“Butterflies are crucial for pollination and are a delight to host in the garden,” Domenghini said, noting that the North American Butterfly Association has resources for gardeners wanting to certify their landscape as a butterfly habitat.

Certification includes planting at least three different caterpillar food plants; at least three different native butterfly nectar sources; and not using insecticides or pesticides.

The Monarch Watch organization also has a process to register a garden as a Monarch Waystation. Domenghini said there are more than 46,000 Monarch Waystations in the world, which meet the following features:

Domenghini listed annual plants that attract butterflies:

“Group similar species of annuals together to create a planting more likely to attract butterflies,” Domenghini said. “Including a mix of annuals with varying bloom times can lengthen the butterfly season.”

Early blooming perennials that attract butterflies include:

“Other features you can incorporate in the garden to appeal to butterflies include areas of full sun. Butterflies are cold-blooded so they seek sunshine for warmth,” Domenghini said. “Shade is also necessary so they can escape from intense sun.”

Water is also important for butterflies and can be provided with a birdbath or water-filled saucer on the ground, Domenghini said.

Gardening for butterflies

Preliminary estimates reported by the Labor Market Information (LMI) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted unemployment rate of 3.8% in March. This is unchanged from 3.8% in February and an increase from 3.3% in March 2024. The labor force participation rate for Kansas decreased to 67.1% in March, according to a media release from the KDOL.

The unemployment rate in Riley County is down from 3.6 percent in February to 3.4 percent in March.&nbsp; The rate in Geary, Wabaunsee and Pottawatomie counties is also down slightly.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 900 from February. Total nonfarm includes private sector and government employers. Private sector jobs increased by 600 over the month, while government increased by 300. The largest job gains in the private sector were in leisure and hospitality (+1,100 jobs) and financial activities (+400 jobs). The largest decrease was in trade, transportation, and utilities (-1,000 jobs).

Since March 2024 Kansas’ seasonally adjusted total nonfarm jobs have increased by 2,700. This change is due to a decrease of 700 private sector jobs and an increase of 3,400 government jobs.
