WASHINGTON&nbsp;– U.S. Sen. Jerry Moran, R-Kan., a member of the Senate Committee on Appropriations, announced in a news release Thursday a more than $15 million federal investment for the construction of new barracks at Fort Riley. This federal investment was included in the FY2023 Appropriations Package.

“Already home to nearly 15,000 active duty servicemembers and the headquarters for the 1st Infantry Division, Fort Riley will soon have the opportunity to expand its capabilities,” Moran said. “By building new barracks, the base will have greater capacity for additional soldiers to be housed at Fort Riley and will be in a better position to compete for future opportunities. I appreciated the opportunity to welcome Chief of Staff of the Army General James McConville to Fort Riley this summer to see firsthand Fort Riley’s capabilities.

“Throughout my time in Congress, and especially since the 1st Infantry Division’s return to Fort Riley in 2005, I am proud to have worked closely with the Department of Defense to invest in resources to grow and support Fort Riley’s critical infrastructure, including new middle and elementary schools and the state-of-the-art Irwin Army Hospital,” Moran said. “With the addition of these new barracks, Fort Riley will continue to be one of the best places for our service members to live, work and raise a family.”

TOPEKA — Democrat Tom Hawk of 
Manhattan said Thursday he would retire Jan. 10 midway through his 
four-year term in the Kansas Senate.

Hawk, 76, is a retired school superintendent and teacher who had a 
33-year career in public education. He served three terms in the Kansas 
House before he was defeated for re-election in 2010. In 2012, he won the first 
of three elections for Kansas Senate.

He represents the 22nd District in the Senate that includes Riley, Geary and Clay counties.

“It has been one of the greatest honors of my life to serve our state
 and represent my pocket of Kansas in the Legislature,” Hawk said. “I am
 grateful to my neighbors for placing their trust in me to be their 
voice in Topeka over these past 10 plus years.”

The 2023 Legislature convenes Jan. 9. Hawk’s exit from the Senate 
would officially transpire the next day. He serves on the Senate’s 
budget, transportation and utilities committees.

Senate Democratic Leader Dinah Sykes, of Lenexa, said residents of 
Hawk’s district were fortunate to be represented by Hawk. She said his 
work to secure K-12 and university funding and to advance bipartisan 
legislation, including the state highway plan, would benefit the state 
for generations.

“His intellect, attention to detail and inimitable wit made our team 
stronger,” Sykes said. “Our caucus will feel a little emptier and a lot 
less funny without Tom Hawk in the room every day. ”

His seat in the Kansas Senate will be filled through a selection 
process organized by the Kansas Democratic Party. Republicans in the 
Kansas Senate hold a 29-11 advantage over the minority party. The full 
Senate doesn’t face reelection until 2024.

RILEY COUNTY - The Riley County Police Department has entered the Emergency Accident Reporting Phase as of 3:40pm on Wednesday, December 21st.

Emergency Accident Reporting Phase or 'EARP' is used when Riley County has entered an emergency situation within the county that depletes the available resources within RCPD.

Most frequently EARP is used during winter storms, where numerous crashes tend to occur in short timeframes, which causes many of on-duty officers to respond to and take reports on the numerous crashes that the same time.

During the EARP, drivers involved in crashes that incur less than $1,000 in damage, have no injuries, and do not block traffic have 48 hours after the EARP is allow to expire to report the crash to RCPD.

Drivers involved in such crashes need to exchange information, such as, driver names, phone numbers insurance and vehicle information.&nbsp;

RCPD says all parties involved in the crash need to coordinate a time to meet together at the Riley County Law Enforcement Center to report the crash. This allows an available officer to take the report, make note of damages and provide police report information to all involved.

Police ask for help to ID suspects who robbed payday loan store

RILEY COUNTY - According to the Riley County Police Department, around 5:30 p.m. Tuesday, December 20th, officers responded to the report of a two vehicle crash near the intersection of Madison Road and Tuttle Creek Blvd, locally known as the four-mile corner.

Officers found a 1992 Chevrolet Silverado driven by 72-year-old Loyde Hager of Clay Center had been driving northbound on Tuttle Creek Blvd, and was turning west onto Madison Road when he was hit by a southbound 2008 Chevrolet Uplander.

The Uplander was driven by 62-year-old Susan Schindler of Manhattan, who was unable to stop in time to avoid the collision.

Schindler and her passenger, 61-year-old Matthew Schindler, also of Manhattan, were both transported by Riley County EMS to Ascension Via Christi in Manhattan for treatment of chest and back pain.

Hager was issued a citation for an unsafe turn.

UPDATE: The roadways have been reopened following crash near intersection of Madison Road and Tuttle Creek Blvd.

The “s” stands for “secure” and signifies that encryption is enabled to protect personal information.

MANHATTAN - Initial reports from the Riley County Police Department indicate around 6:30 a.m. on Tuesday, December 20th, Riley County Police Department officers responded to the report of a vehicle versus pedestrian crash near the intersection of Leavenworth and N. 3rd Streets in Manhattan.

Upon arrival, officers found a 2008 Ford Ranger, driven by 19-year-old Hunter Swisher, of Manhattan was northbound on N. 3rd Street before attempting to make a left turn onto Leavenworth Street on the green light, when the Ford Ranger came into contact with 67-year-old, James Cutright of Manhattan, a pedestrian crossing Leavenworth Street southbound with a "Do&nbsp; Not Cross" signal.

Cutright was transported by Riley County EMS to Ascension Via Christi in Manhattan for treatment of a head injury.

MANHATTAN - Kansas State university veterinarian, Dr. Susan Nelson says the forecasted snow and dangerous wind chills means it's time to bring pets inside.

"It is time to consider bringing your cat or dog inside for warmth," said Susan Nelson, clinical professor at the&nbsp;<a href="https://www.ksvhc.org/">Kansas State University Veterinary Health Center</a>&nbsp;in the&nbsp;<a href="https://www.vet.k-state.edu/">College of Veterinary Medicine</a>. "Pets that are very young or old, and those not acclimated to the colder weather, should be brought in during the colder temperatures."

According to Nelson, dogs with heavy coats may get uncomfortable if brought inside the house, however, they could be given access to a garage or other cooler room to get out of the frigid temperatures.

Nelson says a crate or carrier may help those pets who get nervous or panic while indoors, and some may require medication from a veterinarian if the anxiety becomes severe.

Pets should have easy access to food and water bowls, in easy to find places. Nelson also recommends keeping pets in rooms with easily cleaned floors, especially if they are not housebroken.

Another consideration when bringing outdoor pets indoors is potential environmental hazards, such as houseplants that may not be safe for the pets.

"Indoor plants, such as lilies, dieffenbachia and philodendron, can be toxic to pets," Nelson said. "Before bringing pets inside, take an inventory of what plants you have and find out if they are poisonous, then move them to an inaccessible place."

Additional items that can be harmful to pets include:

Nelson says, pets can be comfortable outdoors during cold weather, with proper prepartions.

"Outdoor shelters should not be too big in order to prevent loss of heat to dead space," Nelson said. "The door should face the south or west to reduce wind gusts. Use clean straw or hay for bedding, as blankets tend to get trampled easily and lose their insulating effect. If your pet will allow it, hanging a blanket over the door or using a pet flap will keep the wind out."

Outdoor cats should also be provided with a sheltered area, which could be as simple as a box made cozy with straw or hay bedding to keep them warm.

"Outside water bowls should be checked at least twice a day for ice, and more often during particularly frigid weather like we will experience this week, to prevent dehydration," Nelson said. "A heated water bowl is a better option."

Pets that remain outdoors during cold weather may need an increase in food to help them maintain body heat, according to Nelson.

Cold weather affects younger and senior pets more severely, these pets should be kept in warm environments when the temperature drops.

"Pets with osteoarthritis should be treated with extra care," Nelson added. "Keep them indoors in a warm and well-cushioned area. You can speak with your veterinarian about pain medication options and therapeutic diets that can help ease the pain of arthritic joints."

Nelson's additional winter weather safety tips for pets include:

• If you have a short-haired dog, sweaters are a good idea. Sweaters made out of cotton, fleece or natural fibers are preferred. Make sure the sweater fits well, does not catch the dog's feet and cannot be easily pulled off. Avoid sweaters with decorations that could be torn off and ingested.

• Outdoor cats will seek warmth, including near or on a car engine. Honk the horn on your vehicle or bang on the hood before starting the engine in order to scare off any cats that may be warming themselves.

• Rinse off your pet's feet if they have been walking on treated surfaces, and do not let them lick it off. It is best to avoid treated walkways, but if your pet must frequently walk on these surfaces, consider having them wear booties to protect their feet. The booties can also help protect their feet from painful ice balls that can form on the bottom of the paws.

• Antifreeze is a lethal poison for dogs and cats. Immediately and thoroughly clean up any spills from your vehicle, and consider using products that contain propylene glycol rather than ethylene glycol, which is more pet friendly — but still not entirely harmless.

• Frostbite can affect the ears, feet and noses of pets just as it does in people. To avoid frostbite, do not let your pet out in the extreme cold for a long period of time. Chances are that if you get too cold to be outside, it's probably too cold for your pet as well.

K-State: Veterinarian offers tips for keeping pets safe in cold weather

DICKINSON COUNTY —A Kansas man was injured in an accident just after 11p.m. Monday in Dickinson County.

The Kansas Highway Patrol reported a 2008 Chevy Uplander van driven by Dakota L. Jones, 27, Abilene, was northbound on Kansas 15 one and one half miles north of the Kansas 4 Junction.

The van left the right side of the road, continued traveling northeast, rolled and the driver was ejected. The vehicle caught fire and came to rest on its roof.

EMS transported Jones to Salina Regional Health Center. He was not wearing a seat belt, according to the KHP.

Kansas man hospitalized after van rollover crash, fire

MANHATTAN - On Monday, December 19th, Manhattan Fire Department's Risk Reduction Division announced they had been contacted over the weekend with multiple videos showing possible code violations at Royal Towers located at 1700 N. Manhattan Avenue in Manhattan.

Code inspectors met with the property management company, The Prime Company, to perform an inspection of the property.

Inspectors identified areas of the building in need of repair, but did not identify any portion to be of immediate danger of an imminent collapse.

The owner was issued notice of several violations related to the condition of the exterior balconies and stairs. These violations require the building to be evaluated by a structural engineer.

The Risk Reduction Division will require that any noted issues will also require repairs before the building will be considered in compliance, and to ensure safe occupancy of the building.

According to Riley County public records, the current owner of the property is listed as TD Invest LLC, of Crystal Bay, NV.

A similar concern was brought to the Risk Reduction Division in 2019, and the owners were required to have a structural engineer evaluate the property and repairs to take place.

According to the MFD Risk Reduction Division, records indicate the necessary repairs were completed at that time.

The Risk Reduction Division of the Manhattan Fire Department administers ordinances relating to the health, safety, and protection of residents and their property.

MANHATTAN - Fourteen current and future Kansas State University students were awarded more than $20,000 in scholarships at the College of Business' Women in Business Career Summit.

The event brought together more than 600 high school students, college students, faculty, staff and community members for breakout sessions and opportunities to create connections.

More than $20K in scholarships awarded to 14 current, future K-Staters

RILEY COUNTY - Around 6:30 p.m. Sunday, December 19th, Riley County Police officers responded to the intersection of Anderson Avenue and Madison Road on the report of a single vehicle crash.

Upon arrival officers found a 2008 Hyundai Accent, driven by 71-year-old Thomas Cohagen of Leonardville, had crashed into the ditch.

Cohagen was transported by Riley County EMS to Ascension Via Christi in Manhattan for treatment of minor injuries.

RCPD: Shotgun stolen from man's car in Manhattan

MANHATTAN - According to posts on social media, shortly after 8:00 am on Monday, December 19th, the Riley County Police Department has responded to two crashes on Marlatt Avenue.

TOPEKA — Restoring life safety 
and functional integrity to nearly 500 academic or research buildings on
 state university campuses in the Kansas Board of Regents system would 
cost an estimated $1.2 billion, officials said Thursday.

The Board of Regents annually reviews deployment of approximately $40
 million earmarked for deferred maintenance at the public universities, 
but this new analysis incorporated an extra $45 million allocated by the
 Kansas Legislature to tackle the facilities backlog.

Lawmakers supplemented university building management budgets this 
year with grants of $35 million that must be matched with private money 
raised by the universities. In addition, the Legislature allocated $10 
million for demolition of structures that outlived their usefulness.

Chad Bristow, director of facilities for the Board of Regents, said 
the $10 million appropriation, which included $700,000 for Washburn 
University in Topeka, enabled universities to get rid of buildings 
containing 377,000 square feet of space that otherwise would have 
required $52 million in renovations.

“This is going to help us. It’s great to spend $1 today to save $10 
down the road,” said Jon Rolph, chairman of the Board of Regents.

Bristow said the goal of the Board of Regents was to improve 
condition of 498 “mission critical” academic and research buildings from
 the current grade of “C” to a “B+.” University buildings included on 
this report card averaged 50 years of age. Assessments of these 
structures took into account significance, accessibility, functionality,
 space utilization as well as a metric capturing overall condition.

“The magnitude of resources needed to overcome, let’s say, under 
investing in deferred maintenance over the decades is in the billions,” 
Bristow said.

Wint Winter, a member of the Board of Regents and a former state 
senator, said progress on campus building maintenance was tied to the 
Legislature’s ability to finance the work.

The 2023 Legislature and Gov. Laura Kelly convene at the Capitol in 
January to begin debate on competing requests for a slice of the largest
 state budget surplus in Kansas history.

“I don’t want to predict a significant problem,” Winter said, “but I 
think we ought to be practical and realize that our ability to get more 
funding from the Legislature is really the key to being able to hit 
these needs.”

Doug Girod, chancellor at the University of Kansas, said focus of the
 Board of Regents’ conversation was on the subset of core academic and 
research buildings. The bigger picture would include entirety of 1,147 
buildings in use on state university campuses in Kansas, he said.

The replacement value of all buildings in the Board of Regents’ 
system was estimated to be greater than $7 billion, officials said.

Kansas universities facing $1.2B in deferred maintenance

The holiday season is upon us and feeling the need to&nbsp;spend money and purchase gifts can lead to stressful feelings.&nbsp;

Megan McCoy, a professor in the Financial Planning Department in the College of Health and Human Sciences at Kansas State University, suggests a few ideas on how to reduce spending, while still enjoying the gift giving aspect of the holiday season.&nbsp;

“...I think the process, the anticipation of opening presents is really where our happiness comes from, not the actual present that we could have picked up for ourselves at Walmart. And so being intentional about like in my buying money and me spending this amount of money because this is a gift for them or am I spending this amount of money because I feel like I have to.&nbsp;

And separating those two out so that you can buy gifts are actually thoughtful and meant for the person without having a certain number applied to it. Maybe you find the perfect present at like Five below. Even though it's only $5. It was meaningful, it meant something. It showed. And remember, remember reminiscing. We're reminiscing, reminiscing about a past time with them.&nbsp;

That $5 gift is going to be more meaningful because I can that earlier. I like memory that any kind of expensive gift you can buy someone.”&nbsp;

McCoy also says there are strategic ways to cut costs while not taking away from the fun of the holiday season.&nbsp;

“Everybody works really, really hard to be able to spend. We just want you to spend intentionally. So, finding ways to not eat out and save up to when you eat out with friends and finding ways to use coupons so that when you're with your friends, you don't have to worry as much about how much you can spend.” McCoy says.&nbsp;

Resources are available to those who are dealing with financial stress, McCoy says K-State offers free financial counseling to students and those associated with the school and there are options for other community members as well.&nbsp;

“There's a organization called AFCPE that offers pro bono financial counseling virtually to anybody who needs it. So, if you're like, I want a budget, but I only know where to start with that, you can meet just a few times for free with a counselor and really just start getting on the right path and take it from there.” McCoy says.&nbsp;

McCoy says tracking your spending and looking at previous years’ budgets can help you determine how much to spend.&nbsp;

“Definitely factor in inflation to be intentional about your spending outside of what you want to spend and then making sure your gifts are truly for the person and not to keep up with the Joneses. Or to some of us kind of construe how much we spend is how much we love. And that should be separated. You can love without spending a lot.” McCoy says.&nbsp;

Tips for reducing financial stress around the holidays

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a&nbsp;seasonally adjusted unemployment rate&nbsp;of 2.8% in November. This was unchanged from 2.8% in October and unchanged from 2.8% in November 2021.

“There was little change in the labor force this month, resulting in the unemployment rate remaining at 2.8%,” said Secretary Amber Shultz. “This is also unchanged from last November.”&nbsp;&nbsp;

In northeast Kansas many counties report a jobless rates below 2 percent. Riley County saw unemployment fall from 2.7 percent in October to 2.3 percent in November. Geary, Pottawatomie and Wabaunsee counties also saw a drop in the unemployment in November.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 400 from October. Total nonfarm includes private sector and government employers.&nbsp;Private sector jobs&nbsp;decreased by 1,000 over the month, while government increased by 600.

“Total nonfarm job estimates for Kansas indicate a small decline over the month in November,” said Labor Economist Emilie Doerksen. “However, due to strong growth in October and gains earlier this year, current estimates are 2.7% higher than last November.”

Since November 2021 Kansas’ seasonally adjusted total nonfarm jobs&nbsp;have increased by 36,700. This change is due to an increase of 34,600 private sector jobs and an increase of 2,100 government jobs.

Riley County jobless rate down slightly 

MANHATTAN - A <a href="https://littleapplepost.com/posts/5942e6b8-2aaf-45b9-977f-572f4e7268c0">Manhattan man was arrested on Friday morning</a> after attempting to cash a fraudulent check.

According to the Riley County Police Department, 24-year-old Dale Corbin of Manhattan was at Commerce Bank on Poyntz Avenue around 9:00 am when he attempted to cash a fraudulent check.

Employees at the bank realized the check was fraudulent and contacted RCPD for assistance.

When officers made contact with Corbin, he ran away from them, and officers followed on-foot.

Corbin was arrested near the intersection of of Poyntz and 16th Street for interference with LEO, and forgery in connection with the attempt to cash the fraudulent check. He was also charged with possession of a stimulant at the time of his arrest and on a warrant for failure to appear for a Manhattan Municipal Court date.

Corbin is being held in the Riley County Jail on a total bond of $13,205.

USD 383 schools on Poyntz Avenue were placed on secure campus for a short time on Friday morning until officers were able to locate Corbin. There was no threat to the schools at any time, this was done as a precaution.

MANHATTAN - On Monday evening stylists from <a href="https://www.facebook.com/platinumandcompany">Platinum &amp; Company Beauty Bar</a> were at <a href="https://www.facebook.com/beablecommunity">Be Able Community</a>&nbsp;to provide free haircuts to community members.

In two hours time, the stylists gave haircuts to 51 community members.

There was no charge to the community members. In order to receive the haircut, community members were asked to arrive with clean, or freshly washed hair.
