Warm, windy start to the work week — but snow on the way

MANHATTAN —&nbsp; It may not have crossed Emma Littich’s mind when she first enrolled in the<a href="https://www.kansas4-h.org/">Kansas 4-H program</a>&nbsp;at age 7, but the world was about to open up to her.&nbsp;

More than 10 years later, there she was: Leading Kansas Gov. Laura Kelly on a tour of the Kansas State Fair and advocating for the Kansas 4-H program.&nbsp;

And a few months after that, standing before a Kansas House of Representatives committee explaining the virtues of the state’s largest youth organization to the government’s lawmakers.&nbsp;

Kansas 4-H “has taught me things that I wouldn’t have otherwise learned from any other organization,” said Littich, who was recently elected president of the&nbsp;<a href="https://www.kansas4-h.org/4-h-programs/teen-leadership-opportunities/youth-leadership-council/">Kansas 4-H Youth Leadership Council</a>.&nbsp;

Beth Hinshaw, a Kansas 4-H youth development specialist, said the council is made up of a group of young leaders who work to “improve their leadership skills and inspire all youth through project work, state events and relationships.”&nbsp;

“They believe in sharing their passion (for 4-H) with other Kansas youth by helping them find their spark and overcoming hard challenges that will enhance their growth and develop life skills,” Hinshaw said.&nbsp;

Littich, from Lindsborg, Kansas, is currently a freshman at Kansas State University majoring in elementary education with a minor in leadership studies.&nbsp;

Now 18 years old, she first enrolled in the Smoky View 4-H Club at age 7, and over the years participated in&nbsp;<a href="https://www.kansas4-h.org/projects">numerous 4-H projects</a>: citizenship, clothing construction and buymanship, foods and nutrition, foods preservation, health and wellness, leadership, performing arts, poultry, visual arts, shooting sports, home environment, and wildlife.&nbsp;

“As a future educator, the Kansas 4-H Youth Leadership Council has provided me with opportunities to work with youth in several different capacities,” Littich said. “Throughout these experiences, I have learned that everyone is different, but together – with all our different strengths – we can achieve anything.”&nbsp;

In addition to Littich, the Kansas 4-H Youth Leadership Council’s newly elected officers include vice president Jaden Huehl of Sylvan Grove; secretary Channing Dillinger of Hugoton, and public relations chair Claire Helsel of Sharon Springs. Each was elected for a one-year term.&nbsp;

In addition, 12 other Kansas youth were selected to serve as members of the Kansas 4-H Youth Leadership Council for 2023. By hometown, they include:&nbsp;

“Our goal is to provide opportunities for the youth of Kansas to grow in their project work and develop and enhance life skills,” Littich said. “Through state events, regional events, social media and many other forms of outreach, we hope to reach as many youth as possible.”&nbsp;

Hinshaw noted that some of the events in which the council will be directly involved include Citizenship in Action (held in mid-February), 48 Hours of 4-H Community Service, the Kansas Youth Leadership Forum, and the Kansas State Fair.&nbsp;

Kansas 4-H Youth Council elects leadership team 

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann said that the Biden Administration hasn't released its 2024 budget yet, but his office will be paying attention when it does.

"That's been very frustrating that they've been slow in releasing their budget," Mann said. "It should come out any time now. Once it does, we'll parse through it and see what that looks like. Repeatedly, the last couple of years, the Biden Administration, in their budget, has been trying to do away with the stepped up basis, which would be really bad for agriculture and the ability to pass farmland from one generation to the next. In their budget is not just spending, but it's the revenue side, as well. We'll be going through it, once they release it."

The hope is that with Republicans in control in the House, where budget bills are supposed to start, that they will be able to get back to regular order and actually pass the budget bills one at a time with scrutiny, as it is intended.

"Every department, Department of Agriculture, Homeland Security, Defense, etc., they have to come forward with their budget, it goes to a committee, gets vetted, gets thinned down, should be gone through line by line, passed to the floor of the House and then, eventually passes, and that should happen 12 separate times."

That's not how it has been for the last several years.

"That doesn't happen," Mann said. "Congress doesn't do its job. Instead, all 12 bills get lumped together in this massive package that's called an omnibus, omni meaning many, these many bills get put together and jammed through. It's no way to do business. It's led to more spending than we need. We're returning to regular order, but the first start in that process, to your point, is the administration putting forward their budget for each of these departments and they need to get it to us, so we can get to work on it."

Last year, the information came out on March 28.

MANHATTAN — The <a href="https://engg.ksu.edu/agc/">student chapter of Associated General Contractors of Kansas</a> at Kansas State University in the <a href="https://www.are-cns.ksu.edu/">GE Johnson Department of Architectural Engineering and Construction Science</a> took eight students and two faculty advisors on its annual winter break service project.&nbsp;

The six-day trip in January to Mayfield, Kentucky, served residents 
left with damage in the wake of a deadly EF4 tornado that hit the area 
in December 2021.

Chapter members from K-State have organized and participated in these
 service work trips over the winter break for more than a decade. This 
year's trip was unique because the student chapter of Associated General
 Contractors at Murray State University offered to join in the cleanup 
effort and hosted the K-State group in the evenings in Murray, Kentucky,
 about 25 miles away.

"It was a cool experience for our students to serve others and gain 
hands-on experience with work like this," said Shannon Casebeer, 
associate professor, Jim and Carolyn Grier construction science chair 
and faculty adviser for the Associated General Contractors of Kansas 
student chapter. "The opportunity to make new friends and build future 
professional connections in the industry with the Murray State group 
made the trip even better."

Accompanying Casebeer in a faculty advisory role was Ray Buyle, 
Tointon Construction Management chair, professor and department head of 
architectural engineering and construction science.

The trip was funded through donations from the following industry 
firms, listed alphabetically: BHS Construction, Central Consolidated, 
Eby Construction, JE Dunn, Kelly Construction, Key Construction, 
McCownGordon, Swinerton Builders, Walters-Morgan and Whiting Turner.&nbsp;

K-State engineering students spend winter break volunteering

If two bills moving through the Kansas legislature become law, together they could destabilize public schools, prove disastrous for Kansas students and reduce the state general tax fund.

As currently written, the bills would shift funding to private and home schools plus permit affluent parents to donate enough to an existing scholarship fund to write off the entire cost of private schooling.&nbsp; Yet low income parents with vouchers still could not afford the cost of many private schools.&nbsp;

What is more, there are as many as 60 Kansas counties with no private schools for students to attend.&nbsp;

The bill most publicized and hotly contested is the Kansas Sunflower Education Equity Act HB2218, also called the Education Savings Account voucher bill.&nbsp; It would provide parents the yearly per-pupil state funding amount of nearly $5,000 for their students in grades one to 12&nbsp;and preschoolers with disabilities.

HB2218 vouchers cover a range of expenditures including tuition in accredited and non-accredited private schools and micro-schools where home schoolers form groups to teach their children jointly, often in each other’s homes.

The bill allows for individual home school support and other educational services like online learning.&nbsp;&nbsp;

The Kansas Division of Budget estimates that the yearly loss of state aid to school districts would be approximately $152 million.

The state treasurer’s office (not the Kansas State Department of Education) would administer the program, but administrative cost is unknown due to lack of data for preschool and private school students.

School supporters estimate total cost at $270 million.

HB2218 requires only a mandate for full-time instruction in math, science, reading, grammar and social studies.

In an interview on the National Public Radio 1A program Feb. 13, House Education Committee Chair, Republican Kristey Williams was asked by the moderator if white supremist, racist beliefs would be allowed by HB2218.&nbsp; Williams replied such speech was “abhorrent.”&nbsp;

Another bill that would weaken public schools is the scholarship tax credit program originally intended to provide private school tuition for students living in poverty.&nbsp; Bill HB2048 would extend funding to a much larger income group with a&nbsp; tax credit of 75 percent for corporation or individual donations.&nbsp; If passed, affluent parents could write off the entire cost of private school.&nbsp; Should this bill become law the Kansas Division of Budget expects it to reduce the state general fund around $10 million in the first year.&nbsp;

Such proposals circulating in the Legislature, leave students without standards for curriculum or protection from indoctrination.&nbsp; Besides striping funds from public school budgets, increased tax credits rob the general fund of resources for other state expenditures.&nbsp;&nbsp;

I too believe in Kansas parents to make right decisions.&nbsp; I believe they’ll tell legislators to trash these bills.

INSIGHT KANSAS: Two bills that could undermine schools

WABAUNSEE COUNTY —One person died in an accident just before 4p.m. Friday in Wabaunsee County.

The Kansas Highway Patrol reported a 2005 Dodge Ram driven by Kevin&nbsp;Erazo Zelaya, 24, Kansas City, Missouri, was westbound on Interstate 70 just west of Snokomo Road. 

The driver lost control due to icy conditions. The pickup traveled sideways, left the roadway to the north, rolled and came to rest against the fence and tree line.

A passenger in the pickup identified as Myra Hernandez, 30, Kansas City, Missouri, was pronounced dead at the scene and was transported to Frontier Forensics. EMS transported Zelaya to Stormont Vail. Hernandez was not wearing a seat belt, according to the KHP.

Woman dies after pickup rolls in Wabaunsee County

MANHATTAN - Riley County Police Department is searching for the person in the pictures below in connection with a recent car burglary around <a href="https://goo.gl/maps/DdH7iDyK56zKjZeu9">Fairmont Park.</a>

The vehicle involved in the burglary was identified by officers who pursued the vehicle for a short time.

RCPD says the person pictured, along with another individual, ran from the vehicle and police in the 900 block of Denison Avenue.

RCPD says it's likely the pair may attempt to steal another vehicle in order to leave the area.

USD 383 was notified of the incident and both the Lee Elementary School and College Hill Early Learning Centers have been placed on secure campus to ensure safety of students and staff.

RCPD: Searching for suspect in recent vehicle burglary

RILEY COUNTY —A Manhattan was injured in an accident just before 6:30a.m. Friday in Riley County.

The Kansas Highway Patrol reported a 2006 Toyota Corolla driven by Austin R. Gano, 23, Manhattan, was northbound on Seth Child Road at Anderson Avenue.

The car crossed the center line and struck a southbound 2017 Dodge Durango driven by Eric J. Parish, 40, Manhattan.

Gano was airlifted to KU Medical Center. Parish was not injured. Both drivers were properly restrained, according to the KHP.

MANHATTAN -UPDATE: As of 9:00 am Friday morning the area of Seth Child Road over Anderson Avenue has been reopened to traffic.

MANHATTAN - Just before 7:00 am Friday, Riley County Police Department is asking the public to avoid Seth Child Road between Kimball Avenue and Amherst Avenue while emergency crews respond to an injury crash on the Anderson Avenue overpass.

Just before 7:00, RCPD sent out the Avoid the Area notification through Everbridge and posted alerts to their social media accounts to alert drivers.

Riley County Police Department, Public Information Officer, Aaron Wintermote has confirmed one person was life-flighted from the scene after being extricated from their vehicle.

More details will added as they become available.

Amelia Earhart speaks.&nbsp;She smiles, looks up, and begins to talk about her life experiences.&nbsp;&nbsp;

Wait – didn’t Amelia Earhart disappear in the South Pacific 80 years ago?&nbsp;

Yes, but she is alive again – at least virtually – in an incredible museum that will open in her hometown of Atchison in spring, 2023.&nbsp;&nbsp;&nbsp;

Joe Brentano is director of the new Amelia Earhart Hangar Museum.&nbsp;Makinzie Burghart is director of development.&nbsp;Burghart grew up in Atchison as did Amelia Earhart 120 years earlier.&nbsp;&nbsp;

Earhart and her younger sister, Muriel, spent many of their early years at their grandparent’s home in Atchison.&nbsp;In 1908, she saw her first airplane at the Iowa State Fair, but it didn’t excite her at the time.&nbsp;

Years later, she and a friend were at a flying exposition when a stunt pilot dived at them.&nbsp; “I believe that little red airplane spoke to me as it swished by,” Earhart later wrote.&nbsp;

After attending another air show, she was hooked on flying.&nbsp;She would go on to become the first president of the Ninety-Nines, a women's aviation organization; the first woman to fly solo across the Atlantic; first woman to fly solo coast-to-coast; and the first person to fly solo from Hawaii to the mainland.&nbsp;

She received many honors, including the Distinguished Flying Cross from Congress, before disappearing on an ill-fated attempt to fly around the globe.&nbsp;&nbsp;

Atchison celebrates the Amelia Earhart history through tours of her childhood home and an annual Amelia Earhart festival.&nbsp;But in 2016, a unique opportunity arose.&nbsp;There was an opportunity to purchase a Lockheed Electra 10-E – the same model as Amelia Earhart flew on her last flight, and the only one left in the world.&nbsp;&nbsp;

Citizens of Atchison, led by Karen and the late Ladd Seaberg, formed the Atchison Amelia Earhart Foundation and raised the funds to purchase the plane.&nbsp;It was affectionately named Muriel in honor of Amelia’s younger sister.&nbsp;The plane was carefully transported by trailer, 1,206 miles from California to Atchison.&nbsp;&nbsp;

The next step was to create a museum to display the plane.&nbsp;That led to the design and construction of the new Amelia Earhart Hangar Museum – in an actual hangar and terminal in a 1930s-style art deco building at the local airport. “This was a $17 million project,” Burghart said.&nbsp;&nbsp;

Outside the museum stands a statue of Earhart, identical to the one that Kansas placed in statuary hall in the nation’s capitol.&nbsp;Inside the entrance, one is greeted by a hologram of Earhart.&nbsp;This electronic CGI image speaks her inspiring words from a century-plus ago, expressing the importance of transcending boundaries.&nbsp;&nbsp;

The centerpiece of the museum is Muriel, the Lockheed Electra 10-E.&nbsp;Muriel is surrounded by 14 incredible, high-tech, state-of-the-art interactive displays.&nbsp;Not only are these educational, they correlate with national and Kansas STEM curriculum content standards.&nbsp;&nbsp;

Exhibits include a digitized version of Earhart’s flight logbook, 3D holograms of aviation advancements through the years, and a display of other key female accomplishments.&nbsp; Guests can climb inside a full-sized replica of Muriel’s cockpit.&nbsp;At another station, guests can experience a virtual reality re-creation of Earhart’s 1932 transatlantic flight. &nbsp;&nbsp;&nbsp;

Another exhibit not only describes Earhart’s other pursuits as a nurse, mechanic, and fashion designer, it allows visitors to select one of these for which the computer will create a personalized on-screen avatar of the visitor in related clothing.&nbsp;Amazing!&nbsp;&nbsp;

What actually happened to Amelia Earhart?&nbsp;Step upstairs and the museum shows a map of where she disappeared, with an exhibit of seven alternative scenarios.&nbsp;Guests can study the arguments for and against each scenario and then vote.&nbsp;(I still suspect she’s living in an apartment with Elvis…)&nbsp;&nbsp;

This remarkable museum will open in mid-April 2023 in the rural community of Atchison, population 10,885 people.&nbsp;Now, that’s rural.&nbsp;&nbsp;

 </figure>By RON WILSON Huck Boyd National Institute for Rural Development&nbsp;Amelia Earhart speaks.&nbsp;She smiles, looks up, and begins to talk about her life experiences.&nbsp;&nbsp;Wait – didn’t Amelia Earhart disappear in the South Pacific 80 years ago?&nbsp;Yes, but she is alive again – at least virtually – in an incredible museum that will open in her hometown of Atchison in spring, 2023.&nbsp;&nbsp;&nbsp;Joe Brentano is director of the new Amelia Earhart Hangar Museum.&nbsp;Makinzie Burghart is director of development.&nbsp;Burghart grew up in Atchison as did Amelia Earhart 120 years earlier.&nbsp;&nbsp;Earhart and her younger sister, Muriel, spent many of their early years at their grandparent’s home in Atchison.&nbsp;In 1908, she saw her first airplane at the Iowa State Fair, but it didn’t excite her at the time.&nbsp;Years later, she and a friend were at a flying exposition when a stunt pilot dived at them.&nbsp; “I believe that little red airplane spoke to me as it swished by,” Earhart later wrote.&nbsp;After attending another air show, she was hooked on flying.&nbsp;She would go on to become the first president of the Ninety-Nines, a women's aviation organization; the first woman to fly solo across the Atlantic; first woman to fly solo coast-to-coast; and the first person to fly solo from Hawaii to the mainland.&nbsp;She received many honors, including the Distinguished Flying Cross from Congress, before disappearing on an ill-fated attempt to fly around the globe.&nbsp;&nbsp;Atchison celebrates the Amelia Earhart history through tours of her childhood home and an annual Amelia Earhart festival.&nbsp;But in 2016, a unique opportunity arose.&nbsp;There was an opportunity to purchase a Lockheed Electra 10-E – the same model as Amelia Earhart flew on her last flight, and the only one left in the world.&nbsp;&nbsp;Citizens of Atchison, led by Karen and the late Ladd Seaberg, formed the Atchison Amelia Earhart Foundation and raised the funds to purchase the plane.&nbsp;It was affectionately named Muriel in honor of Amelia’s younger sister.&nbsp;The plane was carefully transported by trailer, 1,206 miles from California to Atchison.&nbsp;&nbsp;The next step was to create a museum to display the plane.&nbsp;That led to the design and construction of the new Amelia Earhart Hangar Museum – in an actual hangar and terminal in a 1930s-style art deco building at the local airport. “This was a $17 million project,” Burghart said.&nbsp;&nbsp;Outside the museum stands a statue of Earhart, identical to the one that Kansas placed in statuary hall in the nation’s capitol.&nbsp;Inside the entrance, one is greeted by a hologram of Earhart.&nbsp;This electronic CGI image speaks her inspiring words from a century-plus ago, expressing the importance of transcending boundaries.&nbsp;&nbsp;The centerpiece of the museum is Muriel, the Lockheed Electra 10-E.&nbsp;Muriel is surrounded by 14 incredible, high-tech, state-of-the-art interactive displays.&nbsp;Not only are these educational, they correlate with national and Kansas STEM curriculum content standards.&nbsp;&nbsp;Exhibits include a digitized version of Earhart’s flight logbook, 3D holograms of aviation advancements through the years, and a display of other key female accomplishments.&nbsp; Guests can climb inside a full-sized replica of Muriel’s cockpit.&nbsp;At another station, guests can experience a virtual reality re-creation of Earhart’s 1932 transatlantic flight. &nbsp;&nbsp;&nbsp;Another exhibit not only describes Earhart’s other pursuits as a nurse, mechanic, and fashion designer, it allows visitors to select one of these for which the computer will create a personalized on-screen avatar of the visitor in related clothing.&nbsp;Amazing!&nbsp;&nbsp;What actually happened to Amelia Earhart?&nbsp;Step upstairs and the museum shows a map of where she disappeared, with an exhibit of seven alternative scenarios.&nbsp;Guests can study the arguments for and against each scenario and then vote.&nbsp;(I still suspect she’s living in an apartment with Elvis…)&nbsp;&nbsp;This remarkable museum will open in mid-April 2023 in the rural community of Atchison, population 10,885 people.&nbsp;Now, that’s rural.&nbsp;&nbsp;For more information, see&nbsp;<a href="http://www.ameliaearharthangarmuseum.org/">www.ameliaearharthangarmuseum.org</a>.&nbsp;&nbsp;Amelia Earhart speaks – at least in virtual form at this museum.&nbsp;We commend Karen and Ladd Seaberg, Joe Brentano, Makinzie Burghart, and all those making a difference with this remarkable technology in a museum you won’t want to miss.&nbsp;When Amelia Earhart speaks, I listen.&nbsp;&nbsp;

MANHATTAN — Following an internal search, Rebecca 
Robinson has been named as the next president and CEO of K-State 
Innovation Partners by the board of directors.&nbsp;

Robinson is replacing Kent Glasscock, who <a href="https://www.k-state.edu/media/newsreleases/2023-02/Innovation-Partners-president-to-retire2823.html">recently announced his retirement</a> after 20 years of service to the university.&nbsp;

As an integral member of the Innovation Partners team for 14 years, 
Robinson has been committed to building industry partnerships for 
K-State and driving university-based economic development in the 
Manhattan region and beyond.

"Rebecca is exactly the talented, visionary and exciting leader who 
will make Innovation Partners even more effective in progressing the 
Kansas State University mission as it defines itself as a Next-Gen 
Land-Grant University," said Kent Glasscock, outgoing Innovation 
Partners president and CEO. "Her skills and professionalism, along with 
her knowledge of the university, community and state, will allow Rebecca
 and her team to be instrumental as K-State serves the state and its 
people. At her core, she is a passionate innovator with a love for 
K-State and its mission."

Prior to accepting the role as president, Robinson served on the 
organization's leadership team as the chief corporate engagement and 
economic development officer at Innovation Partners. She facilitated 
strategic industry partnerships and directed economic development 
initiatives to achieve the goals and objectives of university-community 
partners Knowledge Based Economic Development, or KBED, including 
strategy development, budgeting, marketing and aligning university and 
community strategies.

In partnership with the community and university, she has 
participated in or led the recruitment of 27 technology-based companies 
to the Manhattan region, creating more than 1,100 new high-wage jobs and
 a projected economic impact of more than $1 billion.

Robinson has garnered international recognition for her corporate 
engagement and economic development efforts at K-State, including 
invited presentations at national conferences and multiple awards of 
excellence for the KBED partnership. She is currently serving as the 
past president of the University Economic Development Association.

successful corporate engagement and economic development strategies,"

Graffiti painter damages Onaga Historical Society building

UPDATE from RCPD:&nbsp; Riley County Police officers were called to G. Thomas Jewelers around 1:00 pm on Tuesday afternoon on the report of&nbsp; a theft which had just occurred.&nbsp;

Three unknown women entered the store posing as customers, acting as if they intended to make purchases. The women asked for the items to be wrapped.

While the items were being wrapped the suspects slipped items off the counter before leaving the store under the understanding they were retrieving identification from their vehicle.

Four rings, a pair of earrings, and a bracelet were stolen, worth approximately $26,800.&nbsp;

The three women allegedly stole $10,000 worth of merchandise before leaving the business in an unknown direction of travel.

A report has been filed with the Riley County Police Department about the incident, more details will be added as they are released.

The Junction City Dorothy Bramlage Public Library will host a special storytime program featuring local author Debra Stenstrom reading from her new book It’s Okay to be Different. It will be held on Monday, March 6 at 4:00 p.m. in the library meeting room. The author will also have copies of her book available for sale at the event and will sign them for audience members. This event is free and open to the public and no advance registration is required.

It’s Okay to be Different tells the story of a special needs dog named Dumplin. Despite a number of significant physical challenges, he lived a happy life and brought much joy to everyone who met him.

Special Storytime to feature local author

MCPHERSON COUNTY — Three suspects seen on security cameras Tuesday in Manhattan appear to be the same suspects in a jewelry store robbery in McPherson.

Just before 3:30p.m Monday, police responded to report of a theft at Venables Jewelry, 214 North Main Street, according to McPherson County Crimestoppers. Police released security camera images of the suspects and asked for help to identify them.

On Tuesday afternoon, three women entered G. Thomas Jewelers, 419 Poyntz Avenue in Manhattan, posing as customers, according to the Riley County Police Department. They asked that the items be wrapped and during wrapping, the suspects slipped the items off the counter. They then left the store to retrieve identification for the purchases but didn't return. Four rings, a pair of earrings, and a bracelet were all stolen resulting in an approximate loss of $26,800.
