Kan. man accused of murder after victim found under SUV

KANSAS CITY—A Kansas City, Kan., man has been charged in connection with a fatal shooting of a man found in a parking lot in Kansas City, according to Jackson County Prosecutor Jean Peters Baker.

Osvaldo Rangel, 31, faces charges of Murder 2nd Degree or in the alternative Murder 2nd Degree Felony Murder and Armed Criminal Action.

According to court records, at 6a.m. on Sept. 30, Kansas City police were dispatched to a reported shooting. Officers located a deceased man in the parking lot partially under a Hummer H2.

Surveillance video showed the vehicle arriving shortly before and pulling into a parking space. Surveillance video obtained by police detectives showed a GMC Acadia, later learned to be driven by the victim, stopped nearby.

The driver of a dark four-door sedan, later learned to be the Rangel, is observed exiting the sedan and approaching the passenger side of the Hummer. It's apparent a disturbance is occurring. The video shows the Rangel shooting the victim at the rear of the Hummer, and the victim falling to the ground.
