The cornerstone is his proposal to send money directly to Americans for health savings accounts so they can handle insurance and health costs as they see fit. Democrats have rejected the idea as a paltry substitute for the tax credits that had helped lower monthly premiums for many people.

“The government is going to pay the money directly to you,” Trump said in a taped video the White House released to announce the plan. “It goes to you and then you take the money and buy your own health care.”

Trump’s plan also focuses on lowering drug prices and requiring insurers to be more upfront with the public about costs, revenues, rejected claims and wait times for care.

Trump&nbsp;<a href="https://apnews.com/article/trump-affordable-care-act-health-subsidies-expire-2d9fad3c8132ae49a2b9bc27a7ac8531">has long been dogged by his lack of a comprehensive health care plan</a>&nbsp;as he and Republicans have sought to unwind former President Barack Obama’s signature legislation, the Affordable Care Act. Trump was thwarted during his first term in trying to repeal and replace the law.

When he ran for president in 2024, Trump said he had only “concepts of a plan” to address health care. His new proposal, short on many specifics, appeared to be the concepts of a plan.

<a href="https://apnews.com/article/oz-hhs-cms-kennedy-health-medicare-medicaid-ef02cafd3100a4794d8e882fdf2ad7b0">Dr. Mehmet Oz</a>, administrator of the Centers for Medicare and Medicaid Services, described it to reporters on a telephone briefing as a “framework that we believe will help Congress create legislation.”

A White House official who was not authorized to speak publicly and described some details on condition of anonymity said the administration had been discussing the proposal with allies in Congress, but was unable to name any lawmakers who were working to address the plan.

Sen. Bill Cassidy of Louisiana, the Republican chair of the Senate health committee, said in a social media post praising Trump’s plan that his committee “has and will take action on the President’s affordability agenda.”

The White House did not offer any details about how much money it envisioned being sent to consumers to shop for insurance, or whether the money would be available to all “Obamacare” enrollees or just those with lower-tier bronze and catastrophic plans.

The idea mirrors one floated among Republican senators last year. Democrats largely rejected it, saying the accounts would not be enough to cover costs for most consumers. Currently, such accounts are used disproportionately by the wealthiest Americans, who have more income to fund them and a bigger incentive to lower their tax rate.

White House press secretary Karoline Leavitt was asked Thursday whether the president could guarantee that under his plan, people would be able to cover their health costs. She did not directly answer, but said, “If this plan is put in place, every single American who has health care in the United States will see lower costs as a result.”

Enhanced tax credits that helped reduce the cost of insurance for the vast majority of Affordable Care Act enrollees expired at the end of 2025 even though Democrats had forced a&nbsp;<a href="https://apnews.com/article/government-shutdown-reopen-update-house-returns-5771f2befb15f4ab45e327369f2e98d9">43-day government shutdown</a>&nbsp;over the issue.

Sen. Bernie Moreno, R-Ohio, has been leading a bipartisan group of 12 senators trying to devise a compromise that would extend those subsidies for two years while adding new limits on who can receive them. That proposal would create the option, in the second year, of a health savings account that Trump and Republicans prefer.

The White House official denied that Trump was closing the door completely on those bipartisan negotiations, and said the White House preferred to send money directly to consumers.

Plan follows massive cuts to health programs

Trump’s plan comes months after the Republicans’ big tax and spending bill last year&nbsp;<a href="https://apnews.com/article/trump-big-bill-medicaid-cuts-snap-ed0d2c7c20b43c54265dbc9cb215b647">cut more than $1 trillion</a>&nbsp;over a decade in federal health care and food assistance, largely by imposing work requirements on those receiving aid and shifting certain federal costs to the states.

Democrats have blasted those cuts as devastating for vulnerable people who rely on programs such as Medicaid for their health care. The GOP bill included an infusion of&nbsp;<a href="https://apnews.com/article/rural-hospitals-fund-medicaid-cuts-48fb63019a6e73504eb13411abc6bc1e">$50 billion over five years</a>&nbsp;for rural health programs, an amount experts have said is inadequate to fill the gap in funding.

The White House said Trump’s new proposal will seek to bring down premiums by fully funding cost-sharing reductions, or CSRs, a type of financial help that insurers give to low-income ACA enrollees on silver-level, or mid-tier plans.

From 2014 until 2017, the federal government reimbursed insurance companies for CSRs. In 2017, the first Trump administration stopped making those payments. To make up for the lost money, insurance companies raised premiums for silver-level plans. That ended up increasing the financial assistance many enrollees got to help them pay for premiums.

As a result, health analysts say that while restoring money for CSRs would likely bring down silver-level premiums, as Trump says, it could have the unwelcome ripple effect of increasing many people’s net premiums on bronze and gold plans.

Oz said Trump’s plans also seeks to have certain medications made available over the counter instead of by prescription if they are deemed safe enough. He mentioned higher-dose nonsteroidal anti-inflammatory drugs and peptic ulcer drugs as two examples.

It was unclear whether the White House is asking Congress to take steps to make more prescription drugs available over the counter. For decades, the&nbsp;<a href="https://apnews.com/hub/us-food-and-drug-administration">Food and Drug Administration</a>&nbsp;has had the ability to do that.

The heartburn drug Prilosec, as well as numerous allergy medications, are among those the FDA has approved for over-the-counter sales. The FDA only approves such changes if studies show patients can safely take the drug after reading the package labeling. Companies must apply for the switch.

The White House said Trump’s plan would also codify his efforts to lower drug prices by tying prices to the lowest price paid by other countries.

Trump has already struck deals with a number of drugmakers to get them to lower the prices. As part of that, the drugmakers have agreed to sell pharmacy-ready medicines directly to consumers who can shop online at the White House’s website for selling drugs directly to consumers, TrumpRx.gov.

TrumpRx did not yet have any drugs listed on Thursday. Oz said drugs will be available on the website at the end of the month.

NEW YORK (AP) — U.S. overdose deaths fell through most of last year, suggesting a lasting improvement in an epidemic that had been worsening for decades.

<a href="https://www.cdc.gov/nchs/nvss/vsrr/drug-overdose-data.htm">Federal data</a>&nbsp;released last week showed that overdose deaths have been falling for more than two years — the&nbsp;<a href="https://apnews.com/article/us-overdose-deaths-opioids-1561a9f189255ad60c533462f10490a2">longest drop in decades</a>&nbsp;— but also that the decline was slowing.

And the monthly death toll is still not back to what it was before the COVID-19 pandemic, let alone where it was before the current overdose epidemic struck decades ago, said Brandon Marshall, a Brown University researcher who studies overdose trends.

“Overall I think this continues to be encouraging, especially since we're seeing declines almost across the nation,” he said.

Overdose deaths began steadily climbing in the 1990s with overdoses involving opioid painkillers, followed by waves of deaths from heroin and — more recently — illicit fentanyl. Deaths peaked nearly 110,000 in 2022, fell a little in 2023 and then plummeted 27% in 2024, to around 80,000. That was the largest one-year decline ever recorded.

The new Centers for Disease Control and Prevention data runs through August 2025 and represents the first update of monthly provisional drug overdose deaths since the&nbsp;<a href="https://apnews.com/article/government-shutdown-reopen-update-house-returns-5771f2befb15f4ab45e327369f2e98d9">federal government shutdown</a>.

An estimated 73,000 people died from overdoses in the 12-month period that ended August 2025, down about 21% from the 92,000 in the previous 12-month period.

CDC officials reported that deaths were down in all states except Arizona, Hawaii, Kansas, New Mexico and North Dakota. But they noted it's likely that not all overdose deaths have been reported yet in every state, and additional data in the future might affect that state count.

Researchers cannot yet say with confidence why deaths have gone down. Experts have offered multiple possible explanations: increased availability of the&nbsp;<a href="https://apnews.com/article/narcan-naloxone-overdose-opioids-9ad693795ce31e3a867a4dd4b65dbde8">overdose-reversing drug naloxone</a>, expanded addiction&nbsp;<a href="https://apnews.com/article/methadone-opioids-addiction-treatment-6dc1634de4cdac06410149e6a1372e18">treatment</a>, shifts in&nbsp;<a href="https://apnews.com/article/smoking-injection-overdoses-fentanyl-cbaf9c258b4fdbcc93ac164902629c35">how people use</a>&nbsp;drugs, and the growing impact of billions of dollars in&nbsp;<a href="https://apnews.com/article/opioids-settlement-money-recovery-addiction-d186d72250f35056892bc9d70b5ab2c3">opioid lawsuit settlement money</a>.

Some also point to&nbsp;<a href="https://jamanetwork.com/journals/jamapsychiatry/article-abstract/2841441">research</a>&nbsp;that suggests the number of people likely to overdose has been shrinking, as fewer teens take up drugs and many illicit drug users have died.

Two other theories recently joined the list.

China regulation changes may be having an impact

In&nbsp;<a href="https://www.science.org/doi/10.1126/science.aea6130?adobe_mc=MCMID%3D436067792935069%5B%E2%80%A6%5DGID%3D242B6472541199F70A4C98A6%2540AdobeOrg%7CTS%3D1767899004">a paper</a>&nbsp;published last week in the journal Science, University of Maryland researchers point to the drug supply. They say regulatory changes in China a few years ago appear to have diminished the availability of precursor chemicals used to make fentanyl.

Their argument is based partly on information from the U.S. Drug Enforcement Administration, which last year reported that the purity — and dangerous potency — of fentanyl rose early in the COVID-19 pandemic but fell after 2022. It suggests it became harder to make fentanyl and its potency was diluted.

One piece of evidence for that: More U.S.-based Reddit users reported a fentanyl “drought” in 2023.

The authors connect that to signs that the Chinese government — at the urging of U.S. officials — took steps in 2023 to clamp down on the selling of substances used to make drugs. Information is limited on exactly what the Chinese government did, and the paper is a bit speculative, but “we thought we could make a case,” said Peter Reuter, one of the authors.

The recent deceleration of overdose deaths could be because producers in Canada and Mexico found alternative sources, Reuter and his colleagues think.

Their paper drew inspiration from a team of University of Pittsburgh researchers, who earlier concluded that regulatory changes in China concerning the drug carfentanil were an important explanation for a dip in U.S. overdose deaths in 2018.

Did pandemic stimulus payments play a role?

Those same Pittsburgh researchers — Dr. Donald Burke and Dr. Hawre Jalal — are now focused on another theory for what's happened to overdose deaths. In&nbsp;<a href="https://www.sciencedirect.com/science/article/pii/S0955395925003937?dgcid=raven_sd_aip_email">a paper</a>&nbsp;published last week in the International Journal of Drug Policy, they say overdose trends may be at least partly tied to federal stimulus checks sent out during the COVID-19 pandemic.

The researchers tracked the three rounds of pandemic stimulus payments to U.S. households in 2020 and 2021, and saw surges in overdose deaths after each one.

That money alleviated economic hardship for many families, but some of it also helped people pay for illicit drugs, the Pittsburgh researchers say. And the end of those payments helps explain why overdoses&nbsp;<a href="https://apnews.com/article/overdose-deaths-us-drugs-epidemic-cdc-e0dfd9d1ae140004af64186aa21774da">stabilized in 2022</a>&nbsp;and began falling afterward, they say.

Both arguments seem to have merit, though they do not prove causation, said Dr. Daniel Ciccarone, a drug policy expert at the University of California, San Francisco.

“I personally think it's more complicated,” with those partial explanations layering on other trends, he said.

The Maryland and Pittsburgh researchers raised questions about whether Trump administration policies could slow momentum.

They noted relations between the U.S. and China strained last year when Trump placed sharply higher tariffs on imports from China, and speculated China might ease efforts to police fentanyl precursors.

They also noted Trump has&nbsp;<a href="https://apnews.com/article/trump-tariff-dividends-election-supreme-court-21ee2da1ab7966fa6566b81bc91b11d4">promised a $2,000 check</a>&nbsp;to Americans to help offset the rising prices resulting from tariffs placed on China. Those checks could cause some drug users to splurge and overdose, said Burke, who urged federal officials to think through how the money is disbursed.

Meanwhile, the Trump administration this week&nbsp;<a href="https://apnews.com/article/samhsa-grants-mental-health-substance-abuse-trump-32a9766ff2d2ed02721b5ee2dde9c2cc">canceled some 2,000 grants</a>&nbsp;in a move expected to jeopardize programs that provide mental health and drug treatment and prevention services.

Edgar Brian Torres-Tovar, Sgt. William Nathaniel Howard and civilian interpreter Ayad Mansoor Sakat.

“The death of a terrorist operative linked to the deaths of three Americans demonstrates our resolve in pursuing terrorists who attack our forces,” Adm. Brad Cooper, CENTCOM commander, said in a statement. “There is no safe place for those who conduct, plot, or inspire attacks on American citizens and our warfighters. We will find you.”

This week, 34-year-old Miguel Flores was sentenced to life in prison without the possibility of parole for at least 25-year-old, according to the Wyandotte County District Attorney's office.&nbsp;

The sentence follows his conviction of first degree murder in the shooting death of his wife 23-year-old Loren Flores on November 21, 2022.

Detectives reported the couple were married, but in the process of a divorce when he shot her outside a residence.

KANSAS CITY– A member of the Los Valerosos Motorcycle Gang, a support club for the Pagan’s Motorcycle Gang, pleaded guilty before U.S. District Judge Greg Kays, for his involvement in an armed assault against a member of rival motorcycle club, according to the United State's Attorneyh.

Graham S. Gattis, also known as “Dro,” 41, of East Ridge, Tn., pleaded guilty this week to one count of assault with a dangerous weapon in aid of racketeering, and one count of possession of a firearm during and in relation to a crime of violence.

On Sept. 17, 2022, Gattis and other members of the Pagan’s and Los Valerosos chased and forced a lone rival gang member from the road in Blue Springs, Mo.&nbsp; Various members of the Pagan’s and Los Valerosos were armed with firearms and at least one axe handle.&nbsp; Gattis and the others confronted the victim on the side of the roadway and ultimately, the victim was shot seven times, with wounds to his knee, thigh, forearm, biceps, buttocks and back of his leg.

Under federal statutes, Gattis is subject to a sentence of not less than five years and up to life in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

Biker gang member admits KC area armed assault against rival

LYON COUNTY—A Kansas man died in an accident just before 11a.m. Friday in Lyon County.

The Lyon County Sheriff's office reported a John Deere tractor driven by 78-year-old Kenneth DeDonder of Reading was eastbound in the 1700 Block of of Road 270 in rural Lyon County. The tractor struck a guardrail and overturned.

NUUK, Greenland (AP) — President Donald Trump said Saturday that he would charge a 10% import tax starting in February on goods from eight European nations because of their opposition to American control of Greenland.

Trump said in a social media post that Denmark, Norway, Sweden, France, Germany, the United Kingdom, the Netherlands, and Finland would face the tariff and that it would climb to 25% on June 1 if a deal is not in place for “the Complete and Total purchase of Greenland” by the United States.

The threat of tariffs was a drastic and potentially dangerous escalation of a showdown between Trump and NATO allies, further straining an alliance that dates to 1949 and provides a collective degree of security to Europe and North America. The Republican president has repeatedly tried to use trade penalties to bend allies and rivals alike to his will, generating investment commitments from some nations and pushback from others such as China, Brazil and India.

It was unclear how Trump could impose the tariffs under U.S. law, though he could cite economic emergency powers that are currently subject to a U.S. Supreme Court challenge.

Trump said in his Truth Social post that his tariffs were retaliation for recent trips to Greenland by representatives from Britain, the Netherlands and Finland and for general opposition to his efforts to purchase the semiautonomous territory of&nbsp;<a href="https://apnews.com/article/nato-greenland-trump-denmark-threat-annex-4907c132b499531d8d5fe6cd549c0beb">NATO ally</a>&nbsp;Denmark. He has Greenland is essential for the “Golden Dome” missile defense system for the U.S., and has argued that Russia and China might try to take over the island.

Resistance has steadily built in Europe to Trump's ambitions, even as several countries on the continent agreed to his 15% tariffs last year in order to preserve an economic and security relationship with Washington.

Earlier Saturday, hundreds of people in Greenland's capital braved near-freezing temperatures, rain and icy streets to march in a rally in support of their own self-governance.

The Greenlanders waved their red-and-white national flags and listened to traditional songs as they walked through Nuuk's small downtown. Some carried signs with messages like “We shape our future,” “Greenland is not for sale” and “Greenland is already GREAT.” They were joined by thousands of others in rallies across the Danish kingdom.

The rallies occurred hours after a bipartisan U.S. congressional delegation in Copenhagen sought to reassure Denmark and Greenland of their support.

U.S. Sen. Chris Coons, D-Del., said the&nbsp;<a href="https://apnews.com/video/no-such-thing-as-a-better-colonizer-inuit-council-leader-rejects-us-imperialism-over-greenland-12d022b1b63748c2a0587fc132846829">current rhetoric around Greenland</a>&nbsp;was causing concern across the Danish kingdom and that he wanted to de-escalate the situation.

“I hope that the people of the Kingdom of Denmark do not abandon their faith in the American people,” he said in Copenhagen, adding that the U.S. has respect for Denmark and NATO “for all we’ve done together.”

Danish Maj. Gen. Søren Andersen, leader of the Joint Arctic Command, told The Associated Press that Denmark doesn't expect the U.S. military to attack Greenland, or any other NATO ally, and that European troops were recently deployed to Nuuk for Arctic defense training.

He said that the goal isn’t to send a message to the Trump administration, even through the White House hasn’t ruled out&nbsp;<a href="https://apnews.com/article/greenland-us-options-takeover-trump-denmark-86790903847fc8ffc27334ccb64985a9">taking the territory by force</a>.

“I will not go into the political part, but I will say that I would never expect a NATO country to attack another NATO country,” he told the AP on Saturday aboard a Danish military vessel docked in Nuuk. “For us, for me, it’s not about signaling. It is actually about training military units, working together with allies.”

The Danish military organized a planning meeting Friday in Greenland with NATO allies, including the U.S., to discuss Arctic security on the alliance’s northern flank in the face of a potential Russian threat. The Americans were also invited to participate in Operation Arctic Endurance in Greenland in the coming days, Andersen said.

In his 2½ years as a commander in Greenland, Andersen said that he hasn't seen any Chinese or Russian combat vessels or warships, despite Trump saying that they were off the island's coast.

But in the unlikely event of American troops using force on Danish soil, Andersen confirmed a Cold War-era law governing Danish rules of engagement.

“But you are right that it is Danish law that a Danish soldier, if attacked, has the obligation to fight back,” he said.

Thousands of people marched through Copenhagen, many of them carrying Greenland’s flag. Others held signs with slogans like “Make America Smart Again” and “Hands Off.”

“This is important for the whole world,” Danish protester Elise Riechie told the AP as she held Danish and Greenlandic flags. “There are many small countries. None of them are for sale.”

Trump has sought to justify his calls for a U.S. takeover by repeatedly saying that China and Russia have their own designs on Greenland, which holds vast untapped reserves of critical minerals.

“There are no current security threats to Greenland,” Coons said.

Trump has insisted for months that the U.S. should control Greenland, and said earlier this week that anything less than the Arctic island being in U.S. hands would be “unacceptable.”

During an unrelated event at the White House about rural health care, he recounted Friday how he had threatened European allies with tariffs on pharmaceuticals.

“I may do that for Greenland, too,” Trump said.

He had not previously mentioned using tariffs to try to force the issue.

Earlier this week, the foreign ministers of Denmark and Greenland met in Washington with Trump's vice president, JD Vance, and secretary of state, Marco Rubio.

That encounter didn’t resolve&nbsp;<a href="https://apnews.com/article/greenland-united-states-denmark-trump-vance-rubio-meeting-cc278af4f3daf725029101966ba03568">the deep differences</a>, but did produce an agreement to set up a working group — on whose purpose Denmark and the White House then offered&nbsp;<a href="https://apnews.com/article/greenland-united-states-denmark-trump-vance-rubio-meeting-b10f5151008f1f18a788dc0751473c0e">sharply diverging public views</a>.

European leaders have said that it's only for Denmark and Greenland to decide on matters concerning the territory, and Denmark said this week that it was increasing its military presence in Greenland in cooperation with allies.

“There is almost no better ally to the United States than Denmark,” Coons said. “If we do things that cause Danes to question whether we can be counted on as a NATO ally, why would any other country seek to be our ally or believe in our representations?”

The average long-term U.S. mortgage rate is now down to its lowest level in more than three years.

The benchmark 30-year fixed rate mortgage rate eased to 6.06% this week, down from 6.16% last week, mortgage buyer Freddie Mac said Thursday. One year ago, the rate averaged 7.04%.

The last time the average rate was lower was Sept. 15, 2022, when it was at 6.02%.

Meanwhile, borrowing costs on 15-year fixed-rate mortgages, popular with homeowners refinancing their home loans, also fell this week, dropping to 5.38% from 5.46% last week. A year ago, that average rate was at 6.27%, Freddie Mac said.

Lower mortgage rates boost homebuyers’ purchasing power, good news for home shoppers at a time when the housing market remains in a deep slump after years of soaring prices and elevated mortgage rates have shut out many aspiring homeowners.

Uncertainty over the economy and job market are also keeping many would-be buyers on the sidelines.

Mortgage rates began easing in July in anticipation of a series of Fed rate cuts, which began in September and&nbsp;<a href="https://apnews.com/article/federal-reserve-cut-inflation-jobs-e689e1397856aa24ffebdaaefa9762a2">continued last month</a>.

The Fed doesn’t set mortgage rates, but when it cuts its short-term rate that can signal lower inflation or slower economic growth ahead, which can drive investors to buy U.S. government bonds. That can help lower yields on long-term U.S. Treasurys, which can result in lower mortgage rates.

The pullback in mortgage rates helped drive sales of previously occupied U.S. homes higher on a monthly basis the last four months of 2025. Even so,&nbsp;<a href="https://apnews.com/article/housing-home-sales-real-estate-home-prices-d14d4f80bb90d6031292d1f0c377d708">home sales remained stuck at a 30-year low last year,</a>&nbsp;extending the housing market’s slump into its fourth year.

Lower mortgage rates have been helpful for home shoppers who can afford to buy at current rates. The median U.S. monthly housing payment fell to $2,413 in the four weeks ending Jan. 11, according to Redfin. That’s a 5.5% drop from the same period a year earlier and near the lowest level in two years.

The latest drop in rates comes after&nbsp;<a href="https://apnews.com/article/trump-housing-mortgage-rates-79294cf8eac1579b17430b4cd0708fcd">President Donald Trump announced last week</a>&nbsp;that the federal government would buy $200 billion in mortgage bonds in a bid to reduce mortgage rates.

Lower rates spurred a sharp increase in homeowners seeking to refinance their existing home loan to a lower rate last fall, a trend that has continued into this year.

Applications for mortgage refinancing loans soared 40% last week from the previous week and accounted for 60% of all home loan applications, according to the Mortgage Bankers Association. Applications for loans to buy a home climbed 16%.

“With mortgage rates much lower than a year ago and edging closer to 6%, MBA expects strong interest from homeowners seeking a refinance and would-be buyers stepping off the sidelines,” said MBA CEO Bob Broeksmit.

Economists generally expect mortgage rates to ease further this year, though most recent forecasts show the average rate on a 30-year mortgage remaining above 6%, about twice what it was six years ago.

Still, rates would have to drop considerably for homeowners, who bought or refinanced when mortgage rates hit rock bottom earlier this decade, to take on a new loan at a far higher rate.

Nearly 69% of U.S. homes with an outstanding mortgage have a fixed-rate of 5% or lower, and slightly more than half have a rate at or below 4%, according to Realtor.com.

City dispels misinformation concerning Wichita police, ICE

DOUGLAS COUNTY —Police investigating a deadly shooting in Lawrence have two suspects in custody.

Just after 2a.m. Saturday, police were called to a reported shooting at the Hawk, 1340 Ohio Street in Lawrence, according to an online report from Lawrence Police.

First responders found two victims with gunshot wounds and several potential witnesses who told officers the suspects took off. While officers on scene tended to the victims, others flooded the surrounding area.  Soon after, officers found a group of people matching the suspects’ descriptions walking just blocks away. 

They were taken to the Lawrence Police Department to be questioned by detectives. Through the course of the investigation, probable cause was developed to suggest requesting charges on one suspect for first-degree murder, attempted first-degree murder, and aggravated assault and requesting charges on a second suspect of felony murder and aggravated assault. 

Both were booked into the Douglas County Correctional Facility.

An 18-year-old boy was pronounced deceased at the scene. The second victim, a 16-year-old boy, was taken to an area trauma center where he remains in critical condition.&nbsp;

“This donation is truly a blessing,” Smith said. “We thank and bless the person who chose to help our students and families in such a meaningful way.” Smith states, “Every student in the district regardless of whether or not they have a negative balance has the opportunity to be provided a meal; possibly an alternative meal depending on the grade level.&nbsp; We want to ensure every student is fed.”

This year, 1,136 USD 465 students qualify for free or reduced meals, based on family income. This represents more than half of the district’s total enrollment. The donation specifically impacts approximately 450 students who were carrying meal debt. In some cases, the debt may have accrued prior to a student qualifying for free or reduced meals.

Parents are encouraged to apply for free/reduced price meals.&nbsp; KSDE's guidelines to qualify for a family of 5 for free meals are families that earn less than $48,945 and to qualify for reduced less than $69,653.&nbsp; Each additional person in the household adds $7,150 to the earnings to qualify for free and $10,175 to qualify for reduced. USD 465 encourages families to remember that if their financial situation changes at any point during the school year, they may apply or reapply for free or reduced price meal benefits at that time. Anonymous donor pays off Kan. district's school-lunch debt 

SEDGWICK COUNTY — Law enforcement are investigating a shooting that occurred Thursday night in east Wichita during a reported home invasion robbery.

At 7:30 p.m., officers assigned to Patrol East heard several gunshots and then received a Gunshot Detection System (GSD) alert in the 5300 block of E. Funston, according to a media release from Wichita Police. Officers arrived before 911 calls came in.

When officers arrived, they found a 22-year-old man with multiple gunshot wounds. Officers began life-saving measures until Sedgwick County EMS arrived. EMS transported the man to a local hospital, where he remains in serious but stable condition.

“ Our officers heard the gunshots, and our Gunshot Detection System immediately pinpointed the area before the first 911 calls came in. That combination helped us get to the exact location fast, start medical aid right away, and get EMS there quickly. It potentially saved the suspect’s life. And it also allowed us to secure the scene, take the suspect into custody, and move this case forward. Technology like this continues to strengthen our ability to respond quickly and protect our community.”&nbsp;

Three people, later determined to be victims, were detained for interviews. After speaking with investigators, all three were released.

Detectives learned a 21-year-old Wichita woman was inside her home in the 5300 block of E. Funston when three armed suspects kicked in the door and robbed her.

During the incident, her boyfriend, a 23-year-old Wichita man, arrived with a 22-year-old friend.

As the boyfriend approached the home, one suspect exited through the front door, pointed a gun at him, and ordered him to get on the ground. A struggle over the firearm followed. As the 22-year-old friend got out of the vehicle, an exchange of gunfire occurred, and the 22-year-old suspect was shot. The other two suspects fled the scene and remain at large.

The suspect who was shot remains in police custody at the hospital. Once released, he will be booked into the Sedgwick County Jail on aggravated robbery, aggravated kidnapping, and aggravated assault. The case will be presented to the Sedgwick County District Attorney’s Office for charging consideration.

After speaking with investigators, all three were released.Detectives learned a 21-year-old Wichita woman was inside her home in the 5300 block of E. Funston when three armed suspects kicked in the door and robbed her.During the incident, her boyfriend, a 23-year-old Wichita man, arrived with a 22-year-old friend.As the boyfriend approached the home, one suspect exited through the front door, pointed a gun at him, and ordered him to get on the ground. A struggle over the firearm followed. As the 22-year-old friend got out of the vehicle, an exchange of gunfire occurred, and the 22-year-old suspect was shot. The other two suspects fled the scene and remain at large.The suspect who was shot remains in police custody at the hospital. Once released, he will be booked into the Sedgwick County Jail on aggravated robbery, aggravated kidnapping, and aggravated assault. The case will be presented to the Sedgwick County District Attorney’s Office for charging consideration.

The bill already has garnered a two-thirds supermajority of&nbsp;<a href="https://kansasreflector.com/2026/01/07/kansas-lawmakers-want-statewide-k-12-cell-phone-ban-by-next-school-year/">support</a>&nbsp;from the Kansas Senate, as well as the&nbsp;<a href="https://kansasreflector.com/2026/01/13/full-transcript-of-kansas-gov-laura-kellys-2026-state-of-the-state-speech/">support</a>&nbsp;of Democratic Gov. Laura Kelly.&nbsp;

Supporters of the bill say students would be mentally and physically safer, while opponents argue it’s an overreach of power that asks too much of students and schools.&nbsp;

More than 20 people testified on&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb302/" target="_blank">Senate Bill 302</a>&nbsp;on Thursday before the Senate Education Committee, including Timothy Graham from the Kansas National Education Association, which represents 22,000 educators.&nbsp;

“Our members are all over the place on this issue,” Graham said. “Understandably so.”

Ngoc Vuong, a school board member for Wichita Public Schools and a community psychology PhD candidate, told the committee he researches the academic effects of cellphones in schools.

Laura Kelly.&nbsp;Supporters of the bill say students would be mentally and physically safer, while opponents argue it’s an overreach of power that asks too much of students and schools.&nbsp;More than 20 people testified on&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/measures/sb302/" target="_blank">Senate Bill 302</a>&nbsp;on Thursday before the Senate Education Committee, including Timothy Graham from the Kansas National Education Association, which represents 22,000 educators.&nbsp;“Our members are all over the place on this issue,” Graham said. “Understandably so.”<h2>‘Problematic outcomes’</h2>Ngoc Vuong, a school board member for Wichita Public Schools and a community psychology PhD candidate, told the committee he researches the academic effects of cellphones in schools.“While multiple factors are responsible for causing and exacerbating the ongoing youth mental health, literacy, and numeracy crises, the evidence increasingly points to the advent and proliferation of a screen-based childhood, the immense power and influence of Big Tech companies over our society, culture, and education system, and the unhealthy relationships many children and adolescents have with smartphones and social media as central drivers of these problematic outcomes,” Vuong said.&nbsp;In his&nbsp;<a href="https://www.kslegislature.gov/li/b2025_26/committees/ctte_s_ed_1/misc_documents/download_testimony/ctte_s_ed_1_20260115_13_testimony.html" target="_blank">written</a>&nbsp;testimony, Vuong linked cellphone use to poor&nbsp;<a href="https://www.frontiersin.org/journals/psychology/articles/10.3389/fpsyg.2025.1524645/full" target="_blank">academic performance</a>,&nbsp;<a href="https://onlinelibrary.wiley.com/doi/10.1155/2024/5592994" target="_blank">attention</a>,&nbsp;<a href="https://www.sciencedirect.com/science/article/pii/S0149763424000411?via%3Dihub" target="_blank">executive functioning</a>,&nbsp;<a href="https://www.sciencedirect.com/science/article/pii/S0165032724014265?via%3Dihub" target="_blank">sleep</a>, and physical and mental health.&nbsp;Gretchen Shanahan, a parent from Overland Park, referenced a National Association of School Resource Officers statement supporting a bell-to-bell cellphone ban.&nbsp;“Access to phones during the school day reduces student safety in normal and especially emergency situations,” Shanahan said. “During an emergency such as a school shooting, students must be completely focused on lifesaving instructions. Phones can easily distract students from hearing, understanding and reacting appropriately — even when students use the phones to communicate with their parents.”Kevin Cronister, a retired detective with the Internet Crimes against Children Task Force, said that based on his experience, a cellphone ban would mitigate the risk of predators contacting students. Cronister said predators often target students during the school day, when they are away from their parents, and may ask students to introduce them to classmates.&nbsp;Several proponents criticized the Kansas State Board of Education’s&nbsp;<a href="https://kansasreflector.com/2024/12/13/kansas-board-of-education-accepts-policy-report-recommending-phone-bans-sends-to-local-districts/">directive</a>&nbsp;allowing each school district to craft its own policies around cellphone use, urging lawmakers to instead adopt a statewide ban.<h2>District level decision</h2>Cathy Hopkins and Beryl New, legislative liaisons for the Kansas State Board of Education, testified neutrally on the bill. They pointed to the Blue Ribbon&nbsp;<a href="https://www.ksde.gov/Portals/0/Commissioner/Blue-Ribbon-Task-Force-on-Student-Screen-Time-Report.pdf?ver=2024-12-12-131410-427" target="_blank">Task Force</a>&nbsp;on Screen Time in 2024 that led to the state board’s directive, and said districts that developed policies in collaboration with their community have seen the strongest results.&nbsp;Topeka Democrat Ann Mah, a former state representative, served on the board of education when it sent out the directive allowing for local control.&nbsp;“It should be clear that these discussions belong at (the district) level,” Mah said. “It should also be clear the Legislature has no role here. When you have school districts that range from fewer than one hundred students to more than 45,000 students, there is no way the Legislature can create a one-size-fits-all solution.&nbsp;“Besides that, I’m fairly certain that the 2,000 or so locally elected school board members are in a better position than you to make that call. What message are you sending your local board members? They likely already have a policy, but you think you know better? Seriously?”&nbsp;Kailey Howell, a senior at Spring Hill High School, said her cellphone has never distracted her from schoolwork.&nbsp;“While I understand that this is not the case for all students, I am confused as to why I am now having to bear the weight of consequences that were never meant for me,” Howell said. “Education has always been what students choose to make of it. Students with positive attitudes and a desire to learn will do so. Students who purposely avoid learning at every cost will not learn. Removing phones doesn’t change a student’s attitude. It only gives them another avenue to find another distraction.”In his neutral testimony, Graham from the Kansas National Education Association — who also mentioned that teachers are divided on this bill — brought up the lack of funding.&nbsp;Multiple proponents acknowledged that schools would need dedicated storage for cellphones. Along with the storage, Graham said, districts would need to train staff, enforce compliance, and report to the state — all without additional funding.&nbsp;<h2>The big picture&nbsp;</h2>Eighteen&nbsp;<a href="https://abcnews.go.com/Politics/states-banning-cellphones-schools/story?id=125515186" target="_blank">states</a>&nbsp;— including Washington, D.C., and the Virgin Islands — have banned cellphones and other wireless communication devices for the entire instructional day, the bell-to-bell policy.&nbsp;Neighboring&nbsp;<a href="https://nebraskaexaminer.com/2025/01/13/gov-pillen-ne-lawmakers-take-aim-at-social-media-and-school-time-cell-phone-use-by-youths/" target="_blank">Nebraska</a>,&nbsp;<a href="https://missouriindependent.com/briefs/missouri-lawmakers-pass-ban-on-cell-phones-in-public-school-classrooms/" target="_blank">Missouri</a>&nbsp;and&nbsp;<a href="https://oklahomavoice.com/2025/05/06/oklahoma-governor-signs-mandatory-one-year-school-cellphone-ban-into-law/" target="_blank">Oklahoma</a>&nbsp;are part of that mix, and pushed similar bills forward last year.&nbsp;Preliminary data shows that strict school cellphone bans, like what’s being proposed in Kansas, have led to more more focused students, according to a University of Pennsylvania&nbsp;<a href="https://penntoday.upenn.edu/news/angela-duckworth-over-20000-educators-share-insights-school-cell-phone-policies" target="_blank">survey</a>&nbsp;of 20,000 teachers.&nbsp;Florida was the first state to entirely ban cellphones in schools in 2023. A National Bureau of Economic Research&nbsp;<a href="https://www.nber.org/papers/w34388" target="_blank">paper</a>&nbsp;found there was an adjustment period in 2024, the first year the ban took effect, with an increase in suspensions in the short-term — especially among Black students. By the second year, suspensions had dissipated, test scores increased, and there were fewer unexcused absences.
