MANHATTAN - According to the Riley County Emergency Management social media accounts, there have been multiple reports of downed trees and powerlines around Manhattan.

The high winds moving through the area have toppled multiple trees.

Officials are asking travelers to avoid areas where downed trees and powerlines are located and allowed crews space to safely remove the downed trees, and powerlines.

Crews from Manhattan Fire Department and Evergy are responding to clear debris and powerlines, and restore power.

DICKINSON COUNTY—A Kansas man injured in an accident during a police chase that occurred just after 11:30a.m. Friday in Dickinson County is out of the hospital and in jail.

The Kansas Highway Patrol reported Junction City Police and Chapman Police were in pursuit of a 2015 Kawasaki motorcycle driven by&nbsp;Jordan David Rhynes, 28, Fort RIley, on Rain Road near 2900 Avenue just south of Kansas 18.

The motorcycle struck a Chapman Police Department 2020 Dodge&nbsp; Durango driven by&nbsp;James Samuel Reynolds, 45, Chapman.

EMS transported Rhynes to Stormont Vail in Junction City. Reynolds was not injured.&nbsp; Rhynes was booked into jail just before 6p.m. Friday on requested charges of reckless driving, maximum speed limits and flee or attempt to elude, according to online jail records.

Kan. man injured after crash with police SUV moved from hospital to jail

The First Infantry Division Museum at Fort Riley is officially open following a ribbon-cutting on Friday afternoon. The museum has been under construction since 2018.&nbsp;

Dr. Bob Smith, Director of Museums at Fort Riley, spoke to the crowd and stated the process in total, from the beginning of planning stages to completion, has taken nearly 15 years. When thanking his staff and everyone involved with the process, Smith said, "We accomplished our mission, my sincere thanks and appreciation, Duty First."

Major General John V.&nbsp;Meyer,&nbsp;III was another speaker at the ribbon-cutting ceremony. He explained the history of the First Infantry Division and the many battles they have fought throughout their 107-year history.&nbsp;

Major General Meyer stated that he is frequently asked, "Why do we have army museums?" Major General Meyer said, "There are 13,578 reasons why. Those are the names on the monument that I will rededicate next month at the White House in Washington D.C," he said.

Present at the ceremony was Jim Sharp, a veteran of World War II with the First Infantry Division. Major General John V. Meyer, III, acknowledged the presence of Sharp and presented him with a World War II patch.

Following the ribbon-cutting, everyone in attendance was invited to tour the inside of the museum.&nbsp;

The First Infantry Division Museum is now open to the public year-round. Hours are Sundays, 12:00 p.m. -4:30 p.m., and Monday through Saturday, 9 a.m. to 4:30 p.m.&nbsp;

Fort Riley man injured after crash during police chase

MANHATTAN - Seventeen-year-old Malayan Tiger, Hakim, has recently received groundbreaking arthritis treatment as part of his quality-of-life health plan at Sunset Zoo.

The treatment, Synovetin OA®, was used to treat the osteoarthritis in both of Hakim's elbows, which has been causing significant pain and mobility issues.

Kansas State University College of Veterinary Medicine's Dr. Trenton Shrader,&nbsp;Clinical Assistant Professor of Exotic Pet, Wildlife, and Zoological Medicine, who works closely with Caitlin Kenney, Head Keeper at Sunset Zoo, provided the treatment to Hakim, who weighs 250 pounds.

“Hakim has severe arthritis which began to affect his ability to move around and impacted his overall quality of life. We’re hopeful to stop the vicious cycle of inflammation in Hakim’s elbows and give him long-lasting comfort,”  says Kenney.

While veterinarians have used&nbsp;Synovetin OA® to treat arthritis in thousands of dogs, this was the first time it has been used in treating a large cat. The&nbsp;Synovetin OA® treatment should provide a year of relief.

"From customized care plans, and modifications in an animal's environment, to the most up-to-date veterinary care, these are just some of the steps we take in animal care as part of being an Association of Zoos and Aquariums accredited zoo. To help the&nbsp;overall conservation of animals is a vital part of our mission and we are thankful to have such a caring and dedicated staff and vet team at Kansas State College of Veterinary Medicine to make our animals'&nbsp;lives fulfilling and comfortable," said Sunset Zoo Director, Scott Shoemaker.&nbsp;

Hakim is one of three tigers who call Expedition Asia home at Sunset Zoo. Expedition Asia opened in 2022 and helps provide dedicated habitats for Malayan tigers with features such as heated outdoor pads, green space, wading pools, indoor climate-controlled areas, and a birthing suite for cubs.&nbsp;

"We know our mission is to help provide the best care for the animals we serve at Sunset Zoo. We are very thankful and proud to be caring for animals like Hakim who are in their geriatric stage of life. Knowing that as a team we are working together to provide the best outcomes possible for our Sunset Zoo animals makes a difference in our overall mission of inspiring conservation," said Kenney.&nbsp;

Riley County Arrest Report Apr. 26

POTTAWATOMIE COUNTY - The Pottawatomie County Sheriff's Office took a report of a stolen trailer on Wednesday, April 17th.

The trailer was stolen from the 9000 block of Highway 24 in Manhattan, sometime in the last few months. The trailer is a 21' long 2020 Titan utility bumper pull trailer, with wood decking and black frame.

On April 22nd, the Pottawatomie County Sheriff's Office was contacted about the theft of a white, 2004 Chevolet 1500 regular cab pickup with a Z71 decal on the rear passenger side of the bed. A silver Weather Guard toolbox was in the bed at the time of the theft.

The truck was stolen some time between 12:00pm on April 19, 2024 and 8:00am on April 22nd.

It is not believed that these thefts are connected.&nbsp;

RILEY COUNTY—Law enforcement authorities are investigating a suspect for alleged sex crimes in Manhattan.

Just before 1:30p.m. Thursday, police arrested 22-year-old Joshue Serrano of Manhattan in the 1000 block of S. Seth Child Road, according to the Riley County Police Department activity report.

&nbsp;Serrano was arrested on a Riley County District Court warrant for rape- sexual intercourse with a mentally deficient victim and aggravated sexual battery of a mentally deficient victim. 

He met the requirement of a $25,000 bond and is no longer in custody, according to the RCPD.

HUTCHINSON, Kan. — Kansas Economist and former Republican State Treasurer candidate Michael Austin said Democratic Gov. Laura Kelly's veto of the tax plan that literally was unanimous in the Kansas House is easy to explain.

"I can explain it as a betrayal of the people's trust," Austin said. "Governor Kelly has turned her back on not only the constituents that put her in office, but even her own party. If you have a bill where both Republicans and Democrats are supporting this tax compromise, why would you decide that the best thing to do is to get in the way?"

Governor Kelly appears to want to keep three income tax brackets. The plan she vetoed would have reduced that number to two.

"While that might sound okay, at a deeper look, what you realize is that she's proposing a 3% tax on the lowest income Kansans, whereas the bipartisan measure had a 0% tax on the lowest income," Austin said.&nbsp;

Austin believes there will be an effort to override this veto.

"Laura Kelly claims that the bipartisan bill is too expensive," Austin said. "In reality, what she's talking about is roughly a 10% difference. What she has proposed is only 10% cheaper than what the House and Senate put out there. If you took a look at that over a longer horizon, we're still having a state savings of roughly $2 billion, that's after the tax plans would be put into place."

Usually, the first plan that both parties can agree on ends up being the most reasonable legislation that can get across the line.

On the afternoon of April 22, police responded to an incident involving three juveniles and knives at Sherran Park, 517, Marshall Avenue in Chapman, according to a media release.

A video of the incident is circulating among students. Police arrested two boys. A 14-year-old victim was not injured. Police have made a report to the Dickinson County Attorney's office for possible charges.

WABAUNSEE COUNTY —Law enforcement authorities are investigating a suspect on multiple allegations after an arrest.

Just after 4a.m. Wednesday, Cpl. Jon Sumner of the Wabaunsee County Sheriff’s Office was on active patrol when he encountered a suspicious vehicle parked directly within the middle of the Kansas and Kansas 99 intersection south of Alma, according to a media release.

Sumner observed the driver slouched over the steering wheel and summoned EMS. Realizing the vehicle was running and still in drive&nbsp; Sumner immediately returned to his patrol vehicle and gently set his push bar in direct contact with the suspect vehicle grill in a head to head to prevent it from rolling off road, into traffic or suddenly being able to flee or elude. 

Sumner roused awake and made contact with the driver, identified as 25-year-old Dustin Marquarndt of Dwight, Kansas. Marquarndt was asked to step out of the vehicle after&nbsp; Sumner noticed signs of impairment and the presence of a firearm. 

Assisting the driver from the vehicle, Sumner observed illegal narcotics in plain view. The subsequent lawful probable cause search of the vehicle resulted in the discovery of approximately 1 gram of Methamphetamine, 4 grams of Cocaine &amp; other associated illicit narcotics paraphernalia. 

Due to the totality of circumstances &amp; objective reasonableness to include the driver exhibiting signs of impairment, Cpl Sumner placed Mr. Marquarndt under arrest without incident transported him to the county jail where he was booked in on requested charges of possession of opiates/narcotic or certain stimulant, possession of marijuana, possession of narcotics paraphernalia, possession of firearm while under the influence of alcohol or drugs, illegal parking on highway and not wearing his seat belt. 

Upon driver refusal to voluntarily submit to chemical testing, Sumner applied for, was granted and then executed a lawful blood draw search warrant upon the accused.&nbsp;

Harries sat down with Carlos Pires, one of the founders of Agro Connection, to learn more about the origins of this information-sharing work and a recent trip the group organized for members of the Kansas Agriculture and Rural Leadership (KARL) program to dive deep into the heart of Brazilian agriculture.&nbsp;

The award-winning podcast started as a random thought discussed between friends over a beer. Today, Agro Connection bills itself as an international information portal that connects people who want to push the frontiers of knowledge about agriculture. Agro Connections is an award-winning podcast with&nbsp;more than&nbsp;9,000 downloads of 37 episodes in less than two years. Its YouTube videos have reached 4,600 subscribers and nearly 200,000 views. The group also runs two WhatsApp groups for about 500 Brazilian farmers, answering their daily questions about American agriculture, including crop rotations, soil fertility applications, inputs and technologies.&nbsp;

“There’s a lot of good information out there that we can take back to our country, so that was the main goal,” Pires said. “The idea was communication because I have a passion for that. My dream was always to find a position as a professor in research and extension, and the podcast was just part of that — a way I found to&nbsp;be connected&nbsp;with farmers in my country.”

As an extension of this communications effort, Agro Connection started connecting Brazilian and American farmers — first by taking Brazilians working or studying in the United States to visit farms. More recently, they flipped that work to taking Americans to Brazil, including the Kansas Agricultural and Rural Leadership Program.&nbsp;

“Brazil is one of the leaders in the use of biologicals and regenerative agriculture, so we have a lot of long-term notes with years and years of cover crops and very healthy soils,” Pires said. “So, we want to take Americans there to spend some time.”&nbsp;

Pires&nbsp;was raised&nbsp;in southern Brazil, where several of his family members work in agronomy, tracing back to the original family member who immigrated from Italy to Brazil. He recently received his doctorate in agronomy and soil science from Kansas State University and will take the next step in his career this summer at North Dakota State University. The effort started in 2017 and&nbsp;was designed&nbsp;to bridge the gap between wheat farmers and consumers. In this podcast episode, Marsha Boswell, Kansas Wheat vice president of communications, walked Harries through how this wheat industry effort uses innovative strategies and platforms to educate consumers about wheat, its benefits and the farming process.

“For many years, wheat farmers have done a good job of telling what the health benefits of wheat foods are — folic acid, vitamins and minerals, a lot of that type of information,” Boswell said. “But what we haven’t always done is tell the story of how that wheat gets to your plate and the farmers that grow it. The main reason for EatWheat is to connect consumers and farmers with the food, how it’s grown, how it gets to them — that’s what we’re trying to accomplish with this program.”&nbsp;

A changing media landscape that shifted from print to digital and targeted advertising means it is harder for consumers to separate the wheat from the chaff&nbsp;when it comes to&nbsp;nutrition, farming practices, recipes and more. There are several other pages that do really well along the same lines of learning about wheat and how it’s grown.”&nbsp;

ALMA, KS - On Wednesday, April 24th, the Wabaunsee County Sheriff's Office was dispatched to the area of K-99 just southeast of the Wabaunsee High School practice field on the report of rolled over commercial truck.

A Commercial truck was northbound on K99 when the driver lost control of the vehicle, which caused it to roll onto the passenger side, blocking both lanes of the roadway.

Wabaunsee High School USD 329 SRO(WBSO), Steve Bundy was the first to arrive on scene, followed by Wabaunsee County Undersheriff, Eric Kirsch. Also, responding to the scene were AMR and the Wabaunsee Fire District 6(Alma) .

Undersheriff Kirsch can be <a href="https://fb.watch/rFhEbmCuWZ/">seen in the video</a>&nbsp;breaking out the windshield to get the truck driver out of the wrecked truck.

According to Kirsch, due to the contents of the truck, along with the fuel, they needed to get the driver out quickly to ensure his safety.

The driver was not injured in the crash and can be heard on the video asking for water immediately after getting out of the truck.

K-99 was closed for just over an hour while crews removed the truck from the roadway.

Driver extracted from overturned truck in Wabaunsee Co. on Wednesday morning

RILEY COUNTY—Law enforcement authorities are investigating alleged arson and have a suspect in custody.

Just before 7:30a.m. Wednesday, the Riley County Communication Center received a call of a fire alarm at the&nbsp;Parkwood Inn and Suites in the 500 block of S. Martin Luther King Jr. Drive.

Officers from RCPD and Quints 2 and 3 from the Manhattan Fire Department responded to the location. &nbsp;Upon arrival, fire crews discovered an activated fire sprinkler head on the fourth floor.&nbsp;

Fire investigators determined an unknown item was ignited near the sprinkler head causing it to activate. Fire loss is estimated to be $500 with the area sustaining significant water damage.

Officers arrested Gerry Phillips, 32, of Manhattan on a probable cause offense of aggravated arson. His bond was set at $20,000.&nbsp; &nbsp;

The RCPD did not release the exact location of the fire. However, an online search&nbsp; indicates the fire occurred at the&nbsp;Parkwood Inn and Suites. at 505 MLK Jr. Drive in Manhattan.

Riley County Arrest Report Apr. 24

RILEY COUNTY—One person was injured in an accident just before 9p.m. Tuesday in Riley County.

According to the Riley County Police Department activity report, a vehicle driven by&nbsp;Ulises Soto, 25, of Manhattan traversed a parking lot, striking a curb and a KDOT sign before traveling downhill through some bushes before coming to a stop.

EMS transported Soto to Via Christi for treatment of non-life-threatening injuries.&nbsp; The accident remains under investigation, according to the RCPD.

Manhattan man hospitalized after parking lot crash

MANHATTAN — Adelaide Easter, senior in agricultural economics and global food systems leadership with minors in leadership and international agriculture,&nbsp;Salina, is Kansas State University's 39th&nbsp;<a href="https://www.truman.gov/">Harry S. Truman scholar</a>.

The Truman scholarship is a highly competitive national award that provides up to $30,000 for graduate studies, leadership training, career counseling, and special internship and fellowship opportunities in the federal government. 

Truman scholars demonstrate outstanding leadership potential, a commitment to a career in government or the nonprofit sector, and academic excellence.According to the Truman Foundation, 60 scholarships were awarded this year from a candidate pool of 709 students nominated by 285 colleges and universities.

"Adelaide epitomizes K-State's commitment to excellence and service," said President Richard Linton. "Her dedication to addressing global food insecurity and promoting agricultural equity embodies the essence of our land-grant mission. Adelaide represents the next generation of leaders who will drive positive change, and we are immensely proud of her and confident in her ability to make a meaningful impact on the world."

Easter will attend the Truman Foundation's 2025 Summer Institute program, where she hopes to work as a Zero Hunger Intern for the Congressional Hunger Center in Washington, D.C., to address food insecurity. Through the summer institute, she will also participate in a seminar series focused on domestic and global hunger, advocacy, and the root causes of hunger and poverty. Easter said to end the summer, she will complete a research project examining hunger in her local community and present potential solutions to address the problem.In the summer of 2024, she will participate in Truman Leadership Week in Liberty, Missouri, where she will meet other Truman scholars. She will also work with K-State Research and Extension as a Local Food Fellow to establish a food recovery network at K-State.

"I am passionate about combating global hunger and committed to meeting basic needs through advocacy for education and innovation," Easter said. "I am dedicated to working to build capacity that creates long-term solutions for food security and agriculture worldwide."Before graduate study, she plans to gain field experience working in the policy and development sector, potentially with the Food Research and Action Center, the World Food Programme or the Peace Corps.

Easter intends to pursue a master's in food and agriculture law to work at the intersection of policy and development, making agriculture more equitable and addressing the root causes of hunger.She is interested in one day being a U.S. Foreign Service Officer for the U.S. Agency for International Development or serving on the congressional Senate Agriculture Committee."I want to do on-the-ground work involving intentionally and ethically interacting in communities to establish sustainable projects," Easter said. 

"Ultimately, I hope to work towards addressing global food insecurity through making agriculture more accessible to women, people of color, and small-holder farmers."She has already made strides toward this goal. Through 4-H, she presented the problem of feeding an estimated 10 billion people by 2050 to the U.S. Department of Agriculture. As a Flinchbaugh Food and Agriculture Policy Fellow, she interned at the state and federal levels, including with Kansas Grain Sorghum, National Sorghum Producers and U.S. Sen. Jerry Moran's office, furthering her knowledge of agricultural policy and international food assistance issues.

Easter holds leadership positions in several campus organizations, including director of leadership programming, Blue Key Senior Honorary; director of stakeholders and public relations, Food Security Scholars; student coordinator, Global Food Systems Leadership Program; founder and president, Student Basic Needs Coalition; and For Sophomores Only co-chair, Student Alumni Board.

She is a member of the Staley School of Leadership Ambassadors, the Cats' Cupboard Advisory Board, and the University Honors Program. Easter is also a Connected 'Cat intern for the president's&nbsp;<a href="https://www.k-state.edu/president/initiatives/regional-community-visits/">regional community visits</a>.Easter's undergraduate research experience includes an in-depth desk review analyzing Kenyan women farmers' barriers to success for the Global Food Systems Leadership in Action course.

She also traveled to Orvieto, Italy, for the Culture and Context in Leadership program, where she learned about local and global advocacy and completed a research paper about how food insecurity disproportionately affects marginalized groups.The daughter of Monica Bachamp, D.O., and Jeff Easter, Adelaide is a graduate of Sacred Heart Junior-Senior High School in Salina."As a Truman scholar, I am excited to join a community of changemakers making progress on all issues across the world, and I cannot wait for the experiences I will gain being a part of this network," Easter said.
