Kansas Highway Patrol It’s a busy time for farmers in Kansas with fall harvest underway. The Kansas Highway Patrol would like to remind motorists to use more caution and patience when traveling around farm trucks, tractors, combines, and other implements.

“As the busy farming season is underway, each traveler in Kansas needs to be more aware of increased farm implement and truck traffic,” said Captain Candice Breshears. “In Kansas, we have many trucks exiting and entering the roadways at any given time. Traveling around these vehicles requires extra caution.”

Most farm equipment is not designed to travel at highway speeds and may only travel 15-25 mph. Farm equipment is often wider than the lane of traffic, so extra room should be allowed when sharing the road. Caution should be practiced on all roads, but especially on busy rural roads with unmarked intersections.

Don’t assume the farmer knows you’re there.

Although most farmers regularly check for vehicles behind them, the majority of their focus must be spent looking ahead to stay on the road and watch for oncoming traffic. Implements are very loud, hindering their ability to hear your vehicle.

Don’t pass unless you can see clearly ahead of both your vehicle and the equipment you are passing. If there are curves or hills blocking your view, wait until you can clearly visualize the area you are passing in. You should not pass in a designated “No Passing Zone,” even if you are stuck behind a farm vehicle. Do not pass if you are within 100 feet of any intersection, railroad grade crossing, bridge, elevated structure, or tunnel.

When a farm vehicle pulls to the right side of the road, it does not mean it is turning right or allowing you to pass.

Due to the size of some farm equipment, the farmer must execute wide left turns, so allow it plenty of room and time to turn and remain aware of any potential driveway or field they may be turning into.

Don’t assume that a farmer can move aside to let you pass. Shoulders may be soft, wet, or steep, which can cause the farm vehicle to tip, or the shoulder may not support the weight of a heavy farm vehicle. They understand you are being delayed and will move over at the first safe location available.

Think of the slow-moving vehicle emblem as a warning to adjust your speed.

When you see the slow-moving vehicle emblem, immediately slow down. While the emblems are visible from a long distance, it is difficult to judge the speed at which you are closing in on the vehicle, especially at night.

When you are not focused solely on the road, you increase your chances of a collision, especially if you should come upon a slow-moving farm vehicle.

Kansas Landowner Conference is Oct. 10-11

TOPEKA&nbsp;– The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, began November 1 and remains in effect through March 31.

While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period. The Kansas Corporation Commission, the agency that regulates public utilities in the state, implemented the rule in 1983 to prevent utility companies from disconnecting a customer's natural gas or electric service during periods of extreme cold.

The Cold Weather Rule also requires utility companies to offer a 12-month payment plan to allow consumers to maintain or re-establish service. Any residential customer with a past due balance will qualify for payment arrangements; however, it is the customer's responsibility to contact their gas or electric company to make those arrangements.

Payment plan terms to maintain or restore service require that customers agree to pay 1/12th of the total amount owed, 1/12th of the current bill, the full amount of any disconnection or reconnection fee, plus any applicable deposit to the utility. The remaining balance must be paid in equal payments over the next 11 months, in addition to the current monthly bill.

Produced annually by KDWP’s Wildlife Division, the&nbsp;2023 Kansas Upland Game Bird Forecast&nbsp;is compiled from data collected during the Department’s spring calling surveys for pheasants (crow counts), quail (whistle counts), and prairie chickens (lek counts), as well as late-summer roadside surveys for pheasants and quail.

Kansas continues to support above-average quail populations with spring densities similar to last year, including significant increases in portions of the western regions of the state this spring.

Rains beginning in early summer and continuing through much of the nesting season greatly improved habitat conditions across the state. Given the high spring densities and improved summer conditions, staff expected to see increased production on the brood surveys this year.

Despite these conditions, brood detections were decreased. This may be attributed, in part, by the abundant habitat available during the survey.

Still, Kansas maintains one of the strongest quail populations in the country and, given the abundant access, harvest will again be among the highest in the country. The best opportunities will be in the central regions of the state into the Flint Hills, with quality hunting opportunities scattered throughout the remaining regions.

Intense drought conditions throughout 2022 reduced pheasant populations and the available nesting cover for 2023. Precipitation across most of the primary range this summer greatly improved habitat conditions for chicks. This should have improved the survival of broods that were hatched and could result in some localized improvements where nesting cover was maintained. However, lack of nesting cover and low populations across most of the state prevented any major improvements in densities this summer.

The High Plains region of the western third of the state saw some areas of improvement but remain low after sharp declines in 2022. The North Central Smoky Hills region remained good last year in spite of the drought but dropped to levels similar to the remaining pheasant regions.

The statewide pheasant index is similar to the previous drought cycle. Recovery from these declines will likely take longer as habitat has declined with the declines in CRP enrollment (again this year, acres enrolled in CRP were released to be used for emergency forage for cattle across most of the state). This will likely impact hunter success in 2023 as well as the amount of nesting cover for pheasants again next year. While hunting opportunities still exist where habitat was maintained, hunters will find challenging conditions and should be prepared to work for birds.

Kansas is home to both greater and lesser prairie chickens. Both species require a landscape of predominately native grass and benefit from a few interspersed grain fields. Greater prairie chickens are found primarily in the tallgrass and mixed-grass prairies that occur in the eastern third and northern half of the state. Greater prairie-chickens have recently expanded in numbers and range in the northwestern portion of the state while declining in the eastern regions.

Drought conditions are likely to have impacted production some, but prairie chickens are typically less volatile than other upland bird species and production is harder to estimate.

Hunting opportunities will be best in the Smoky Hills Regions this fall where populations have been stable and public access is more abundant.

The Southwest Prairie Chicken Unit, where lesser prairie chickens are found, will remain closed to hunting this year.

Regardless of preferred upland bird species, upland hunters can be as mobile as needed when utilizing Kansas’ combined 1.7 million acres of lands open to public hunting. This month’s virtual fair, hosted by&nbsp;KANSASWORKS, will feature many exciting employment opportunities available across the state’s 98 government agencies. Currently, there are more than 700 vacancies across the state.

“Our agencies are looking for talented individuals who want to serve Kansas and make it the best place to work, play and raise a family,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“These are good-paying jobs with great benefits. When we bring in skilled people to fill them, we’re setting the stage for a bright future of growth and prosperity in our great state.”

Registration is required to participate in the event, regardless of previous participation. The Virtual Job Fair portal features a jobseeker training video, a list of participating employers, and channels for attendees to register and log in. KANSAS CITY – Geographic information system staff at the Kansas Department of Wildlife and Parks are proud to offer hunters a new tool this year designed to make locating fields managed specifically for dove easier than ever. Each year, KDWP’s public land managers work diligently to provide quality wildlife habitat for public enjoyment – to include crops of sunflowers, milo and wheat stubble – that are sure to attract good numbers of wildlife, including dove.

To make locating these areas as seamless as possible, hunters should:

PRO TIP: Hunters should note the tool’s “Nearest Field Locator,” which allows users to select a point on the map and then search within a distance radius of their choosing.

The 2023 Kansas dove hunting season will run September 1 through November 29, during which time hunters may take mourning, white-winged, Eurasian collared, and ringed turtle doves. After the season closes, only Eurasian collared and ringed turtle doves may be harvested.

Hunters may keep a daily bag limit of up to 15 doves total, which can be mourning and white-winged doves in any combination; There is no limit on Eurasian collared or ringed turtle doves, but any taken in addition to the mourning and white-winged dove daily bag limit must have a fully-feathered wing attached for identification while in transport. The possession limit for dove is 45.

Lastly, hunters should keep in mind that migratory doves may only be taken while in flight.

The application period opened July 8, 2023, with the application draw dates as follows:

Resident or nonresident hunters may apply, though some hunts are restricted to residents only. When applying online, hunters will select hunts by species, date and category, which include “Open,” “Youth,” or “Mentored” hunts. 

All applicants are eligible to apply for Open Hunts, regardless of age or hunting experience. Youth Hunts require parties to include at least one hunter age 18 or younger, accompanied by an adult age 21 or older (who may not hunt). And Mentored Hunts are open to both youth and novice hunters supervised by a mentor age 21 or older (who may also hunt).

E-mail notifications are sent to both "successful" and "unsuccessful" applicants within two business weeks of the drawing. Successful applicants will also be emailed their hunt permit, as well as area maps and other pertinent information. Hunters are responsible for purchasing necessary licenses and permits required by law.

TOPEKA - The Kansas Department of Transportation announces a Call for Projects for Electric Vehicle (EV) charging infrastructure projects in advance of applications being accepted for these projects across the state.

An estimated $14 million in National Electric Vehicle Infrastructure (NEVI) Formula funds are available to award for DC (direct current) fast-charging projects along federally designated EV Charging Corridors in Kansas. Additional funding also will be available to support community charging and other EV charging projects. All awarded projects will be required to meet a minimum 20% local cash match.

A Call for Projects first requires a project concept form be submitted to KDOT before the application process begins.

“This allows KDOT to provide feedback on eligibility and direct project sponsors to potential funding opportunities for the proposed project,” said Tami Alexander, KDOT Transportation Electrification Manager. “Evaluation and feedback on project concepts allows sponsors to submit stronger applications and be more competitive in the process.”

KDOT will utilize various federal funding opportunities to support EV Charging Infrastructure Projects across the state. Projects could include direct current fast-charging along state highways, community charging or other public EV charging projects.

KDOT announces call for projects for EV infrastructure

TOPEKA - Governor Laura Kelly announced Kansas is receiving a $1 million, one-year federal planning grant to support the transition of Community Mental Health Centers (CMHCs) to become Certified Community Behavioral Health Clinics (CCBHC) capable of treating mental health and substance abuse crises through integrated physical-behavioral care. The funding comes from the U.S. Department of Health and Human Services (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA).

With that bill, Kansas became the first state to pass legislation identifying the CCBHC model as a solution to the mental health and substance use crisis. Since then, KDADS has been transitioning the state’s 26 CMHCs to CCBHCs.

“The CCBHC model is at the core of the work my administration is doing to help Kansans overcome addiction and improve mental health,”&nbsp;Governor Laura Kelly said. “With his funding, more Kansans – including more members of the military and veterans -- will receive mental health and substance use disorder treatment, primary care, and intensive services in their own communities.”

CCBHCs are required to serve anyone who requests care -- including developmentally appropriate care for children -- for mental health and substance use, regardless of ability to pay, place of residence, or age.

Kansas has been developing its CCBHC program since 2021 in cooperation with the state’s 26 Community Mental Health Centers (CMHCs). KDADS applied for the SAMHSA Cooperative Agreements for CCBHC Planning Grant in December 2022. Funding for this opportunity was made available through the&nbsp;<a href="https://lnks.gd/l/eyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMDIsInVyaSI6ImJwMjpjbGljayIsImJ1bGxldGluX2lkIjoiMjAyMzAzMTcuNzM1NDUzMzEiLCJ1cmwiOiJodHRwczovL3d3dy5jb25ncmVzcy5nb3YvYmlsbC8xMTd0aC1jb25ncmVzcy9zZW5hdGUtYmlsbC8yOTM4L3RleHQifQ.i38O7-I2SnbXs3Ux8wS7KiJpVPrG0OJvu3AylqUp0ik/s/1303161001/br/156355381970-l" target="_blank">Bipartisan Safer Communities Act</a>, which builds upon the $300 million awarded in September 2022 for new and existing CCBHCs to expand access.

I applaud the state legislature for laying the groundwork and passing comprehensive legislation to increase the number of CCBHCs in the state and congratulate KDADS and KDHE for being one of 15 states selected to participate in this pilot program. K-State Salina Open House event returns March 26

MANHATTAN — Raising and marketing purebred livestock has never been easy, but in recent years, it has become increasingly challenging. For five weeks this fall, the Kansas Department of Agriculture (KDA) will be offering a free webinar series designed to provide more insight into innovative livestock marketing plans and strategies. The five-part webinar series will be held Wednesday evenings, from October 6 through November 3, at 7:00 p.m.

“In order to support their customers, successful seedstock operations are continually seeking improvement, whether it be the genetic quality of the livestock they are selling, or the marketing programs and services offered to customers,” said Kansas Secretary of Agriculture Mike Beam. Innovative programming and educational opportunities help Kansas’ farmers, ranchers and agribusinesses grow and expand and serve as economic engines in their communities.

Through the webinar series,&nbsp;Marketing Like a Champion, participants can expect to learn the basics of marketing strategies used in the livestock industry. Rachel Cutrer of Ranch House Designs, Inc. and B.R. Cutrer, Inc. will cover building your brand name, identifying your target customer, and building international markets. Crystal Blin of Hundred Acre Media will discuss content calendars, Facebook advertising, and strategies to grow your email list. “COVID-19 has popped our plans for our popular annual Sunflower Fair—so these two events are ways for people in this part of Kansas to get trustworthy and practical information on topics important to anyone who is going to celebrate more birthdays,” said Julie Govert Walter, executive director of the NC-FH AAA. 

She added that experts will cover “How to Make your Money Last as Long as You Do,” “Positive Aging” and “Talking With Your Doctor: Being Your Best Health Care Advocate.”

Walter said that each event features expert speakers, prizes, entertainment and lunch. For the safety of participants, each event is limited to 50 people.

Extension offering free, online Medicare basics program

Let’s do a CSI-style investigation to spot clues that the email is a fake.

We’ve heard from people who have applied for loans through websites pretending to be part of the SBA’s Economic Injury Disaster Loan program, which has been extended to December 31, 2021. And other people report they’ve been contacted to repay loans they never took out. The likely culprits? Criminals who illegally applied for loans in their name.Here are steps you can take to help protect yourself.Check your credit report.&nbsp;The worst time to learn that someone has taken out a loan in your name is when you’re applying for a loan yourself. In addition, the three major credit bureaus are offering free weekly online reports to consumers through April 2021. Looking for a loan? Don’t click on a link in an unsolicited email and be careful with online search engine results. Scammers often bait their online traps with sound-alike names and URLs, phony endorsements, and professional-looking websites. For small business owners looking for COVID-relief programs, always start at&nbsp;<a href="http://www.sba.gov/">www.sba.gov</a>, the official site of the Small Business Administration. Or reach out to a trusted financial institution in your community.Check out lenders before sharing personal information.&nbsp;Scammers who impersonate lenders have the perfect excuse to ask you for lots of personal information that can be used to steal your identity. Don’t leave a trail of personal information exposed by filling out lots of applications online with lenders you don’t know. Investigate lenders first and if you spot something amiss, stop.
